SAFETY SENSITIVE: CDL – Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance

Purpose of Job
The purpose of this job is to supervise and direct the construction, maintenance and improvements of streets and drainage systems. Duties and responsibilities include, but are not limited to, supervising, training and evaluating work teams, scheduling and assigning work, preparing reports, cost estimates, responding to citizen complaints, and performs additional tasks as assigned.

Job Related Requirements

WORK SCHEDULE: Tuesday - Friday, 6:30 am to 5:00 pm

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent with four years of experience or training in heavy equipment operations, streets and drainage systems, or construction and maintenance required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

One year of supervisory experience is required.

Must possess a valid Georgia Commercial Driver's License Class "A" with tanker endorsement.

Must be able to meet the current training requirements for this position as set forth in the Streets & Drainage Certification Program within the required time frame.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.

Directs work assignments of assigned personnel in the construction, maintenance and improvement of streets and drainage systems in any capacity required (e.g., grading, asphalt, concrete, tree removal, storm response).

Reviews work orders and recurring work, plans, organizes and schedules daily workflow of an assigned crew.

Reviews and prepares job sites for work, reviews and interprets blueprints, engineering drawings or job specifications, ensures utilities are properly marked, determines supplies and manpower requirements and limitations of projects, and makes design recommendations if necessary in order to complete the repairs/construction as requested.

Handles employee issues, reviews employment applications, conducts interviews, makes hiring recommendations, approves leave, completes employee performance evaluations and appraisals, counsels and recommends disciplinary actions.

Sets grades using a level, calculates material needs (asphalt, concrete, etc.), operates and/or transports assigned equipment to and from work sites, prepares cost estimates for projects, prepares and makes daily log book entries, completes weekly reports and assists with providing information for division reports and may advise on equipment specification requirements.

Trains employees in the areas of safety, operation and maintenance of assigned tools, equipment and vehicles, roadside and traffic operations, commercial drivers license and ensures employees understand and are fully trained in street and drainage construction and maintenance techniques.

Operates a variety of vehicles, equipment and tools as required (e.g., backhoe, front end loader, roller, tandem dump truck, tamp, trenchers, bushhogs, shoring equipment, jackhammer, chain saw, air compressor, and other equipment as required).

Oversees and directs the routine maintenance of equipment and vehicles, such as lubrication and checking air, oil, water, and other fluids.

Assists in establishing goals, objectives and performance targets, monitors work team performance and utilizes management practices to achieve goals and objectives.

Responds to emergency and stand-by calls on a 24-hour daily basis.

Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of the principles, practices, and procedures of the Unified Government and the operations and functions of the Transportation & Public Works Department.

Knowledge of management, personnel, and financial practices, policies, and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of computers software programs required to perform the duties of the position.

Knowledge of street construction, maintenance, and repair procedures and methods; surveying methods and equipment; Athens-Clarke County geography including street names, right-of-ways, and locations; and equipment operation, maintenance, and design specifications.

Ability to administer policies, procedures, plans, and activities and to monitor the performance of subordinates against measured, established goals.

Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.

Ability to keep informed of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental and personnel operations and activities.

Ability to effectively communicate and interact with subordinates, management, employees, members of the general public, and all other groups involved in the activities of the Unified Government as they relate to the Transportation & Public Works Department.

Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.

Ability to deal effectively with organizational, management, human relations, and technical subjects.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interprets, and applies regulations, procedures, and related information.

Ability to handle the required mathematical calculations.

Ability to read blueprints, to prepare budget and cost estimates, and to perform street and drainage construction and maintenance tasks.

Ability to operate streets & drainage equipment, vehicles, hand and power tools and office equipment such as a computer, typewriter, calculator, fax machine, copier, etc.

PHYSICAL REQUIREMENTS: Must be physically able to operate all of the Streets & Drainage Division machinery, equipment, hand and power tools. Must be able to use body members to work, move or carry objects or materials. This position requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently. Physical demand requirements are at levels of those of heavy work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes giving / receiving assignments and/or directions to co-workers or assistants / from supervisors.

LANGUAGE ABILITY: Requires the ability to read a variety of reports, personnel records, inventory records, internal audit records, vehicle maintenance requests, bid proposals, budget reports, deeds and plats, department/ division rules and regulations, personnel policy manuals, Fair Labor Standards laws, EPA requirements, OSHA regulations, Athens-Clarke County regulations regarding storm drainage, subdivisions, roadway encroachment, streets and drainage construction/maintenance, sediment control, and Corrections policies, rules, and regulations, county ordinances, vehicle/equipment specifications, Georgia DOT standards, and related informational documentation, directions, instructions, and methods and procedures. Requires the ability to prepare project estimates, work orders/reports, performance appraisals, inventory reports, vehicle/equipment replacement requests, work schedules, project schedules, and five-year replacement projections using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to groups of people with poise, voice control, and confidence.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques, to acquire and be able to expound on knowledge of topics related to primary occupation, and to make independent judgment in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical, or professional languages including civil engineering, personnel, and concrete and heavy construction terminology.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages; and to interpret graphs.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with office, construction, and drafting equipment and tools.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using mechanics and carpenters tools, equipment, vehicles and other street construction and maintenance equipment. Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of equipment, vehicles, hand and power tools, and office equipment such as a computer, typewriter, calculator, fax machine, copier, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk, see and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear) (Seeing – visually reviewing, perceiving colors, shapes, words and pictures). Must be able to communicate via telephone, two-way radio.
