Description
The Program Manager will work closely as part of a treatment team with the Case Manager, Substance Abuse Counselor, Mental Health Counselor, Area Supervisor, and agents of record. This person is responsible for ensuring appropriate staffing (BSS and BSA) are scheduled for the facility; ensuring facility maintenance is achieved and within code compliance. This position requires good organizational and interpersonal skills, along with the ability to work efficiently and effectively with limited on-site supervision.
Client and Facility Security:
- Work on-site and maintain an office at the SHS location
- Monitor client whereabouts, directly maintain - and monitor staff completion of - sign-in/out log
- Observe and report client behavior, take appropriate action to address disruptive/problem client conduct. Provide rewards and incentives as appropriate.
- Establish procedures for client movement and privileges in collaboration with the treatment team and Area Supervisor
- Document client and program information in SecurManage and ensure all staff do the same
- Oversee and participate in orientation of new clients; maintains records, and completes necessary documentation
- Conduct SHS intakes where the rules of the house are discussed and any additional information is provided to the client
- Provide program updates and policy revisions as needed
- Oversee referrals, record keeping, mandatory reporting requirements, confidentiality rules and regulations as they apply to the specific population
- Assists with urinalysis testing and breathalyzers
- Maintains staff by recruiting, selecting, and training employees
- Accomplishes outcomes by coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results; implementing systematic changes, enforcing policies and procedures, completing and documenting staff coaching and verbal/written warnings as needed
- Attends local job fairs and networking events, speaks to classes at universities and technical colleges about job opportunities as schedule allows with HR staff
- Schedules and tracks health screenings for staff
- Manages house schedules to ensure full staff coverage, as well as to minimize overtime
- Provides back-up coverage to support staff, including on weekdays, weekends, and holidays
- Monitors facility maintenance, menu, groceries and supplies
- Ensures compliance with PREA regulations
- Ensures adherence to appropriate emergency, safety and security procedures are implemented/followed by BSS/BSA staff and clients
- Utilizes Floating BSA during the week to cover desk duties, while paperwork, recruiting and other tasks are completed
- Issue behavioral documents to clients as appropriate
- Collaborate with the treatment team on establishing appropriate interventions and sanctions in response to client behaviors
- Conduct and oversee room checks/facility checks for cleanliness and contraband
- Quarterly schedule Police Department canine search at the facility, if applicable
- Ensure compliance with State, Local, and Federal codes/regulations (i.e. fire inspection, house searches, fire drills, preparation for audits by funders and regulators, and regularly check client and staff personnel files for appropriate documentation)
- Ensure all staff training is complete, up to date, and documented
- Coordination with Administration on facility and/or equipment repairs and purchasing
- Inventory, stock, order and procurement of supplies (office supplies, cleaning products, groceries, first aid materials, etc.)
Staff Supervision:
- Supervise Behavioral Support Specialists (BSS), Behavioral Support Assistants (BSA); prepare notes/guidelines; provide support; conduct performance evaluations/disciplinary actions; process vacation/training requests; etc.
- Provide in-person training/orientation to Behavioral Support Specialists (BSS) and Behavioral Support Assistants (BSA) in addition to evaluating service staff on a quarterly basis
- Prepare monthly staff schedule, ensuring round-the-clock facility coverage
- Weekend on-call duty for the residential program and set a rotating schedule with other full-time staff
- Conduct staff meetings to discuss delivery of services, evidence based practices, and progress of individual correctional clients
- Review BSS/BSA timesheets in PayCom and approve for processing
- Oversee filing/record keeping for facility
Qualifications
Education & Work Experience:
- Bachelor’s Degree in Human Services, Business, or related field with knowledge of evidenced based treatment interventions
- 1 or more years of experience providing supervision to staff in a secure setting or human services program
- 1 or more years of experience working with correctional clients including training in trauma informed care diversity and motivational interviewing
Knowledge, Skills and abilities:
- Training in Motivational Interviewing
- Knowledge of the criminal justice system and experience in case management duties
- Knowledge of, and experience in, trauma-informed care, strength-based practice, and client empowerment
- Ability to work with clients of diverse backgrounds
- Good observational and communication skills
- Problem solving skills to make timely and appropriate decisions in non-routine situations
- Good verbal and written skills and ability to work well under limited supervision
- Experience in record keeping and the ability to maintain confidentiality of client records
- Valid driver’s license, good driving record, and proof of insurance
