Network Operations Center (NOC) Manager

Location: Denver or Dallas (USA)

Job Duties and Responsibilities

Network Operations Center (NOC) Manager is responsible for leading the operations of Wireless Network Operations Center, ensuring optimal performance, reliability, and scalability of the company’s 5G network. This role requires advanced expertise in cloud virtualization platforms, automation technologies, and modern telecom infrastructure.

Key Responsibilities

  • NOC Leadership & Strategy

· Lead and scale a 24/7 multi-domain NOC, ensuring alignment with business and SLA objectives.

· Define and enforce operational best practices, KPIs, and incident response frameworks.

· Drive automation and AI-based monitoring solutions for predictive issue resolution.

· Develop and execute strategic initiatives for network resilience, performance, and cost optimization

  • Team Leadership and Management
  • Lead teams specializing in Network Surveillance (NS), Incident Management (IM), and Fault Isolation & Management (FIM).
  • Recruit, train, and develop technical staff with a focus on cloud-based and automated operations.
  • Plan team expansion, resource allocation, performance appraisals, and cross-training initiatives.
  • Network Monitoring and Troubleshooting
  • Oversee end-to-end monitoring of 5G platform, identifying and resolving service/system issues promptly.
  • Escalate complex technical issues to advanced operations or engineering teams as needed.
  • Analyze root causes of network failures and implement corrective actions through configuration changes or process improvements.
  • Cross-Domain Technical Oversight
  • ORAN: Oversee CU/DU/RU performance, fault management, and interoperability across multi-vendor ORAN environments.
  • Cloud: Ensure the reliability of AWS, Wind River, Kubernetes, and OpenStack-based network functions.
  • Transport: Manage IP/MPLS, SDN, fiber backhaul, and cross-layer integration with RAN and Core.
  • 5G Core: Maintain high availability of AMF, SMF, UPF, NRF, and MEC infrastructure.
  • Cloud Virtualization Expertise
  • Manage virtualized network functions across platforms such as AWS, VMware, and Wind River.
  • Optimize cloud-native architectures for core networks, RAN (Radio Access Network), and edge computing environments.
  • Drive migration efforts from legacy systems (e.g., VMware) to modern solutions like Wind River StarlingX for improved efficiency.
  • Automation Strategies
  • Implement Infrastructure-as-Code (IaC) practices to streamline network updates and scaling.
  • Utilize automation tools to reduce Mean Time to Repair (MTTR) and improve operational efficiency.
  • Monitor network health using centralized dashboards (e.g., AWS CloudWatch) and proactive alerting systems.
  • Incident and Outage Management
  • Manage the lifecycle of incidents and outages to ensure compliance with Service Level Agreements (SLAs).
  • Collaborate with internal departments (e.g., RF Engineering, Deployment Teams) and external vendors for issue resolution.
  • Ensure SLA targets for uptime (>99.5%) are consistently met through proactive monitoring and automation.
  • Act as Incident Commander for major outages, ensuring rapid root cause analysis and resolution.
  • Define and execute change management processes for seamless upgrades and maintenance.
  • Implement advanced analytics, AIOps, and ML-driven monitoring to prevent service disruptions.
  • Customer Focus
  • Track recurring issues, update Trouble Tickets accurately, and address customer complaints within SLA timelines.
  • Ensure excellent customer experience through proactive problem-solving and network optimization.
  • Serve as the primary interface with C-level executives, engineering, vendors, and regulatory bodies.
  • Drive SLA compliance and continuous service improvement initiatives with vendors and partners.
  • Provide executive-level reporting on network health, risks, and investment needs

Skills and Qualifications

  • Education:
  • Bachelor’s or Master’s degree in Telecommunications, Engineering, Computer Science, or related fields.
  • Experience:
  • At least 10 years of experience in telecom or wireless industries.
  • Proven expertise in managing 4G/5G NOC environments with a focus on cloud-based solutions.

· Exceptional leadership, decision-making and crisis management skills.

· Experience with AI/ML based monitoring tools (Splunk, Prometheus, Grafana)

  • Technical Skills:
  • Expertise in ORAN, 5G Core, Transport (IP/MPLS, SDN), and Cloud-native (AWS, Wind River).
  • Deep knowledge of cloud virtualization platforms such as AWS CloudWAN, VMware Telco Cloud Platform, and Wind River StarlingX.
  • Proficiency in automation tools including CI/CD pipelines, Infrastructure-as-Code (IaC), and centralized monitoring systems like AWS CloudWatch.
  • Strong understanding of 5G components such as Core Networks, vRAN, Transport layers, PaaS platforms, gNB (Next-Generation Node B), and edge computing.
  • Soft Skills:
  • Excellent leadership abilities with a proactive approach to team management.
  • Strong organizational skills to manage dynamic schedules efficiently.
  • Exceptional problem-solving skills under pressure.

Job Type: Full-time

Pay: $55.00 - $70.00 per hour

Schedule:

  • Monday to Friday
