Job Description
Atwell is seeking a Pavement Management Program Manager to oversee the planning, assessment, and execution of pavement maintenance and improvement projects. This role involves managing road inventory data, developing maintenance strategies, and overseeing construction activities to ensure high-quality outcomes. The ideal candidate will have experience in pavement management, construction oversight, and contractor coordination.
Key Responsibilities :
Inventory & Data Management
Oversee the and coordinate inspections, and documentation of road conditions using the PAVER inventory system.Analyze pavement conditions and recommend budget allocations for repairs and maintenance.Develop Community Summary Reports with 5-year projections to guide maintenance planning.Provide pavement condition reports, geolocated photo maps, and regular updates.Maintain and organize road data in Google Drive, ensuring seamless communication between the Client and Atwell teams.Construction Management
Develop scopes of work based on Pavement Condition Index (PCI) ratings and budget constraints.Prepare bid packages, qualify contractors, and lead contract negotiations across multiple properties.Oversee construction activities, including pre-construction meetings, site visits, and project close-out inspections.Act as the Owner's representative, ensuring contractor compliance, effective communication, and detailed project documentation.Conduct bi-weekly management meetings to review project progress, budgets, and schedules.Maintain a centralized Google Drive for data sharing and reporting.Organize regular update meetings to ensure effective communication across all management levels.Document before-and-after road conditions with geolocated photo maps for project tracking and verification.Qualifications :
Experience in pavement management, construction oversight, or civil engineering.Familiarity with PAVER inventory systems and pavement condition assessments.Strong understanding of bid preparation, contractor qualification, and construction management.Excellent communication and project coordination skills.Proficiency in Google Drive, data management, and reporting tools.LI-WS
