JOB DESCRIPTION
QUALIFICATIONS:
(1) Master’s degree from an accredited educational institution.
(2) Valid Alabama certification in Educational Leadership or Administration and Supervision.
(3) Experience in public school administration.
(4) Must meet background clearance requirements as specified by Alabama Statutes and State Board of Education regulations.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of federal, state, and local laws, policies and procedures related to personnel. Knowledge of administrative procedures and the impact on departmental operations. Ability to establish and maintain effective communication with Superintendent, Board members, officials, administrative personnel and other agencies. Ability to write business correspondence and reports with proficiency in business English and spelling. Ability to define problems, establish facts, and determine practical solutions to situations. High degree of ability to deal with the public. Ability to review certificates and interact with State Department of Education officials. High degree of organizational and problem solving skills. High degree of interpersonal skills. Ability to utilize computer and appropriate software.

JOB GOAL
To meet the educational needs of the school system by providing quality personnel management services in the recruitment, employment, and orientation of highly qualified personnel.
SUPERVISES:
Personnel Department Employees, Central Office Receptionist
PERFORMANCE RESPONSIBILITIES:
- (1) Screen prospective certified and classified applicants.
- (2) Prepare recommendations to the Superintendent for Board recommendations.
- (3) Coordinate teacher recruitment within the Southeastern states.
- (4) Serve as new teacher orientation facilitator.
- (5) Provide substitute training and orientation.
- (6) Prepare and maintain a manual for use by substitutes.
- (7) Mentor the chairperson of the School Mentoring Books Program.
- (8) Serve as sexual harassment/Title IX Coordinator.
- (9) Provide follow-up and maintain personnel files.
- (10) Provide certificate renewal orientation for appropriate employees.
- (11) Maintain leave of absence records.
- (12) Distribute letters of intent to all employees.
- (13) Complete exit interviews.
- (14) Manage the after school program.
- (15) Collaborate with the State Department of Education on current state changes and requirements.
- (16) Monitor No Child Left Behind legislation regarding “Highly Qualified” teachers.
- (17) Award service pins to appropriate employees.
- (18) Verify retirement years of service for employees.
- (19) Develop interview instruments for certified and classified staff.
- (20) Maintain all classified and certified applicant files.
- (21) Provide follow-up for viable candidates in high needs positions.
- (22) Collaborate with the State Department of Education as needed.
- (23) Collaborate with colleges and universities regarding availability of applicants.
- (24) Re-evaluate personnel procedures and screening/interview tools on a regular basis.
- (25) Collect, compile, analyze, and report data to the Office of Civil Rights and other agencies as required.
- (26) Supervise assigned personnel, conduct performance appraisals and make recommendations for appropriate employment action.
- (27) Keep the Superintendent informed of potential problems or unusual events.
- (28) Represent the system in a positive and professional manner.
- (29) Serve on system, state, or community councils or committees as assigned or appropriate.
- (30) Assist in the interpretation of programs, philosophy and policies of the system to staff, students, parents, and the community.
- (31) Work closely with system and school staffs to support school improvement initiatives and processes.
- (32) Keep informed and disseminate information about current research, trends, and best practices in areas of responsibility.
- (33) Attend training sessions, conferences, and workshops as assigned or appropriate to keep abreast of current practices, programs, and legal issues.
- (34) Prepare or oversee the preparation of all required reports and maintain all appropriate records.
- (35) Assist in implementing the system’s goals and strategic commitment.
- (36) Demonstrate initiative in identifying potential problems or opportunities for improvement and take appropriate action.
- (37) Use appropriate styles and methods to motivate, gain commitment and facilitate task accomplishment.
(38) Perform other tasks consistent with the goals and objectives of this position.
PHYSICAL REQUIREMENTS:
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the system’s approved compensation plan.
Length of the work year and hours of employment shall be those established by the system.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
