The purpose of this classification is to coordinate specialized bid processes for goods and services, such as sealed bids and transportation special purpose local option sales taxes (TSPLOST) bids, and to ensure adherence to license and E-verify processes.

- Assists in the development and preparation of specialized bid packages: ensures compliance with procedures, professional standards, and award orders, including licensures and E-verify processes; provides technical expertise and advice regarding procurement policies and procedures; reviews and finalizes bid packages; develops vendor list; and copies, prints and distributes bid packages.
- Receives and reviews bid specifications from requesting departments and submitted bids from vendors: verifies completeness and accuracy of documents, forms, and bid details; ensures submitted bids comply with specifications and Consolidated Government policies; prepares bid tabulation sheets; and organizes and forwards approved submittals to requesting department for review.
- Coordinates pre-bid conferences: provides information and answers questions regarding bid processes and requirements; ensures conference activities comply with local, state and federal rules and regulations; and prepares and submits all required and requested documentation and files.
- Prepares non-compliance and other notifications: prepares and submits non-compliance letters to vendors; and prepares and submits addendums as needed.
- Provides information, assistance and technical expertise regarding procurement and bid rules, regulations, policies and procedures to Consolidated Government departments and staff, vendors and the public; and conducts seminars for prospective vendors.

- Common business practices relating to the purchase, pricing, terms, shipment, taxes, and payment for commodities and services.
- Uniform Commercial Code and Technical writing principles.
- Contract administration principles.
- Obtain appropriate commodities in a timely manner.
- Large scale purchasing methods and procedures.
- Excellent communication skills both written and oral.
- Ability to interact professionally and assertively with all levels of people.
- Demonstrated ability to work independently.
- Ability to use computers including MS Office Suite. Good data entry skills.
- Good math aptitude (multiplication, division, percentage calculations, addition and subtraction).
Licensing/Certification:
- Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
