What are the responsibilities and job description for the Land Acquisition Agent position at Augusta-Richmond County?
This position is responsible for conducting right-of-way acquisition negotiations with property owners within the guidelines of state and County laws, departmental policies and procedures, and rules and regulations regarding property negotiation procedures. Reports to the Land Acquisition Manager or other designated person and works with co-workers, employees, and the public to acquire right-of-way for County.
- Negotiates the acquisition of rights-of-way and easements for Consolidated Government infrastructure projects and any other Consolidated Government activity requiring access to, or use of, private or public lands.
- Obtains maps, legal descriptions of right-of-way property, real estate options, deeds, documents, closing agreements, and other legal instruments. Inspects assessed valuations and develops comparative appraisals.
- Receives, reviews, and resolves complaints with property owners concerning improvement and maintenance projects on acquired easements and rights-of-way.
- Researches, analyzes, and documents property acquisitions; searches and examines court and tax records to determine or confirm property boundaries, property rights, property assessments, real estate market values etc. Researches deeds, titles, ownership’s, and surveys.
- Trains and serves as a resource to co-workers.
- Contributes to Land Acquisition program development.
Education: Associate degree in Real Estate, Business or related field; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job.
Experience: Three (3) years of experience in real estate sales or property appraisal .

Knowledge/Skills/Abilities:
- Considerable knowledge of appraisal methods, land surveying, and legal instruments required to effect real property transactions.
- Familiarity with State and County rules and regulations regarding property taxes, appraisals, and acquisition methods and departmental policies and procedures.
- Proficiency in negotiating property acquisitions and reading and interpreting maps, deeds, surveys, blueprints, and construction plans.
- Mastery of basic mathematical calculations and drafting.
- Good communication skills, both oral and written.
- Demonstrated ability to work independently.
- Ability to travel from office to other locations on a regular basis.
Certification:
- Must possess or have ability to obtain Georgia Registered Appraiser certification within twelve (12) months of employment.
Licensing:
- Possession of valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
