Summary

Under the general supervision of Department of Public Safety Management, the Public Safety Sergeant, provides the highest level of public safety service to the Augustine Band of Cahuilla Indians by preventing crime and ensuring the protection of life, property, and assets through engagement and enforcement of applicable policies, laws and ordinances on the reservation. The Public Safety Sergeant must possess the ability to balance service while protecting the interest and assets of the Tribe. The Sergeant must demonstrate leadership, team unity, and commitment to the future direction of the department and Tribal Community. As a key part of leadership this role is responsible for managing and supervision of public safety corporals, officers and dispatch.

Responsibilities

  • Directly supervise, train, assign, inspect and evaluate assigned personnel daily.
  • Delegate responsibilities and balance workload of subordinates as necessary to accomplish goals.
  • Review and approve the work and documents of assigned personnel, counsels assigned personnel and takes progressive and/or appropriate corrective action when necessary.
  • Recommend employees for commendation and corrective action as appropriate.
  • Manage the day-to-day staffing of shifts/team to ensure compliance with established staffing levels.
  • Approve the vacation and sick times of subordinates, supervise, direct, and approve investigative processes/documents/reports/ etc. to ensure successful outcomes.
  • Assist subordinates in prioritizing and completing work assignments to meet deadlines and other staffing levels, when necessary.
  • Approve reports and other documents by subordinates for thoroughness, accuracy, legal compliance with applicable tribal, federal and state laws including policies and procedures and as appropriate provide necessary instruction/direction in the completion of these documents.
  • Ensure subordinates are complying with applicable laws, policies, regulations, and practices of the department.
  • Participate in the development, implementation and revision of work methods in a manner consistent with the mission of the department and the Tribe.
  • Monitor work conditions and environments to ensure compliance with health and safety standards.
  • Communicate and coordinate efforts and new information or feedback within the chain of command and across department units.
  • Maintain grooming standards established by Department of Public Safety (DPS).
  • Perform other public safety duties, respond to emergency situations, and work voluntary, extended shift or mandatory overtime, based on business needs.
  • Must be able to work closely with law enforcement and other emergency responders.
Requirements:

License/Certifications

  • Augustine Gaming License (Required)
  • California BSIS Security Guard Card (At all times)
  • TiPS Certification
  • Title 31/AML training certification
  • Valid Driver’s License
  • Insurable driving record
  • CPR/AED and First Aid certification
  • Expandable Baton certification
  • BSIS Pepper Spray/Foam certification

Qualifications/Education/Experience

  • High School diploma or GED.
  • Minimum 21 years of age.
  • Read, write, speak and understand English.
  • AA Degree in criminal justice preferred, but not required.
  • Competent in computer-based software program and standard office equipment.
  • Completion course of instruction in 832 P.C. and knowledge of Public Law 280 is highly recommended.
  • 5 years of current security, law enforcement and/or military service.
  • Two years of supervisory experience required and or equivalent combination of education, military and/or relevant experience.
  • Basic Computer Skills (MSWord, Outlook, Excel and Power Point).
  • Experience working with Federally Recognized Native American Tribes is highly preferred.

Competencies and Annual Requirements

  • Provide Enforcement: (to include Search and Rescue Response, Fire Emergency Response, Respond to Emergency Calls) DPS will regularly patrol the reservation, interiors of on Reservation Tribal businesses including the Tribal Gaming Facility, and offices that experience high volumes of foot traffic; DPS Sergeants must be able to oversee and direct the coordination of all responses to reports of suspicious activity; inform outside law enforcement and emergency services if their assistance is needed and coordinate with those responders in order to address criminal activity, search and rescue, medical emergency, and fire emergency. Regularly patrol the reservation and Tribal businesses to ensure the safety of Tribal employees, patrons and Tribal assets.
  • Participate in training: attend all training to meet the department goals and objectives.
  • Keep Management Informed: ensure the accurate completion of all reports completed by their subordinates as mandated by department policy; ensure that staff is trained as to how all reports must be completed and submitted; participate in department leadership meetings.
  • Understand and Follow Uniforms and Equipment Procedures: DPS grooming standards must be always followed; DPS uniforms, badges, personal protective equipment (i.e., gloves), utility belt, and equipment must be cleaned and maintained by each officer that possesses them; Sergeants will ensure that their staff is aware of these standards and following them.
  • Protect Program Integrity and Clients’/Individuals’ Privacy: DPS employees will agree to and uphold the confidentiality policy of the Tribe, and DPS department. They will also hold the confidentiality of Tribal employees, Tribal members and patrons they come into contact within high regard; Sergeants will ensure that their team understands and follows these standards.
  • Contribute to the Overall Team Effort: Be open and receptive to change and encourage the same in their peers; understand that a positive and pro-active disposition helps not only in their interactions with the public but ensuring that all work is done effectively and paints the department and Tribe in a positive light; use their best judgement always; do not react to situations emotionally; Sergeants are charged with instilling the aforementioned in their subordinates; Sergeants will lead by example.

If none of the applicants should meet the stated qualifications, applicants whose education and experience are less than the stated requirements, may be interviewed and hired provided the applicant hired submits a formal written training plan within (30) thirty days which can be completed within a reasonable time agreed upon by the supervisor and the applicant. Applicants who are hired and fail to meet the agreed upon formal training program, will be discharged upon failure to complete the specified training as so scheduled.
