Job Summary: Basic Job Responsibilities:
The Family Development Worker (FDW) will be responsible for providing families with comprehensive family development and adult education services through the development and implementation of an individualized service delivery plan. While carrying a caseload the FDW serves as a family advocate, does recruitment, enrollment, and other social services. The provision of all services will focus on promoting the educational and economic success of the parents that in turn will promote the child’s overall growth and development.

Essential and Position Specific Job Functions: Job Responsibilities
1. Provides EHS/HS families with comprehensive case management and family development services that include in-home visits, advocacy, and referral services.
2. Assess families’ needs based on enrollment information and intake interview. Develops an individual family service plan to address identified needs that focuses on the development of family strengths.
3. Assists families in developing goals and objectives and sets systems in place for tracking the accomplishment of their goals and objectives.
4. Monitors, evaluates and modifies families’ service delivery plans on a regularly scheduled basis.
5. Ensures that Head Start families receive needed services from child care and support staff or outside agencies and individuals. Serves as an advocate or broker to link EHS/HS families to community resources and services.
6. Complies with obtaining all MIS (CAP60) data as required.
7. Makes the required number of contacts with each family and maintains accurate and timely documentation and narrative reports in families’ folders.
8. Complies with maintaining families’ files up to date and accomplishing deadlines.
9. Monitor child’s health requirements with Family Wellness Technician as needed.
10. Participates in monthly case staffing with the Family Wellness Technician.
11. Participates in scheduled client staffing, introduces family cases for review and input from the peer groups.
12. Participates in all aspects of the program’s recruitment and enrollment efforts to maintain the HS Performance Standards, enrollment requirements, and deadlines.
13. Communicates with ERSEA and Family Outcomes Specialist on assigned cases to solicit input and direction regarding levels and types of services needed and/or that are being provided.
14. Utilizes program and administrative staff input in preparing needs assessments and in developing a prescriptive plan of action.
15. Attend local, regional and national training activities as assigned.
16. Prepares all educational material (i.e., handouts and overhead transparencies) for lectures, presentations, and other types of educational or assigned activities.
17. Assists in recruitment of students for the literacy and parenting classes, and all other adult educational activities.
18. Prepares a comprehensive monthly report of all service activities and submitted at the last day of each month.
19. Assists in orientation and staff development training as assigned.
20. Assists in providing Program Overview to Head Start parents, Parent Committee/Policy Council members, and other visitors as assigned.
21. Assists Parents’ Committees in conducting/facilitating the monthly parent meetings.
22. Utilize personal vehicles for work-related activities as needed.
23. Becomes thoroughly familiar with Head Start Performance Standards as they relate to this position and all aspects of the program.
24. Researches community resources for additional service opportunities for parents.
25. Performs other duties as assigned.

Qualifications:
  • Education:
REQUIRED: Bachelor’s Degree in Social Work, Sociology, Psychology, Education or related field.
PREFERRED: Bachelor’s Degree in Social Work (Certified)

Experience:
REQUIRED: None
PREFERRED: One year of experience working directly with families in a social service setting.

Training:

  • Knowledge, Skills, and Abilities:
  • Knowledge of intervention strategies
  • Knowledge and understanding of the target community
  • Knowledgeable of community resources
  • Bilingual in English and Spanish (oral and written) preferred
  • Able to respond to family crisis situations in a timely and appropriate manner
  • Computer Literate
  • Cultural Sensitivity
  • Working Knowledge of the Texas Family Code
  • Able to work evenings and weekends as needed
  • Able to travel (local, out of town, and over-night)
  • Must have reliable transportation, valid driver’s license, proof of current liability insurance, and be insurable by AVANCE.
  • Able to do the moderate lifting, 15-30 lbs.
  • Able to handle multiple tasks in an organized manner.
