Scope of Work:
The Supervisor – Gas Control oversees the Control Room activities related to the safe and reliable operation of the Berkshire Natural Gas, Connecticut Natural Gas and Southern Connecticut Gas systems. Supervises and coordinates daily activity of Gas Controllers. Ensures continuity of gas service by anticipating quantity and pressure requirements in a safe, reliable, and efficient manner. Ensures compliance with 49 CFR 192 code related to Gas Control and Control Room Management. Directs the analysis of historic and projected gas supply and requirements data for modeling, developing and recommending facility and operational plans. Monitors gas quantities to ensure pressures do not exceed Maximum Allowable Operating Pressures (MAOP).
Core Responsibilities:
- Ensures that all Gas Control personnel monitor distribution systems and respond promptly to abnormal operating conditions and SCADA system alarms. Ensures that pressures are maintained within safe operating limits and provides coaching to Controllers as needed on acceptable alarm response.
- Determines operational practices, procedures and methods and resolve problems as required. Confer with management on major system changes, maintenance projects or projects involving material changes to the gas systems to maintain a secure system and provide reliable service.
- Actively review SCADA alarm reports to identify and correct issues promptly.
- Provide inter-departmental coordination for effective system operation. Includes coordination with Gas Supply, Gas Engineering, Gas Operations and External stakeholders.
- Ensures that all requirements of 49 CFR 192.631 on Control Room Management (CRM) are followed. Ensures CRM Plan compliance. Creates and manages necessary procedures and documentation to respond to and participate in regulatory audits.
- Directs the employee training of all Gas Control personnel in accordance with Control Room Management regulations, 49 CFR 192 Operating Qualifications (OQ) code requirements, and industry standards.
- Coordinates the production of and ensures that monthly regulatory and internal Gas Control reports are completed accurately and submitted by applicable deadlines.
- Assures adequate staffing of all Gas Control shifts within business requirements.
- Coordinates the curtailment of manual interruptible service customers during periods of high gas demand.
- May Represent Company on interdepartmental and industry committees and perform other duties as required.
Job Requirements:
Skills/Abilities:
- Bachelor's Degree in a technical discipline with 4 years relevant experience preferred
- Prior experience in gas control, gas operations, gas engineering or other closely related field preferred
- Knowledge of the characteristics and operation of natural gas systems preferred.
- Knowledge of PHMSA, CT PURA and MA DPU Gas Control Room Management Regulations
- Prior experience utilizing Gas SCADA systems preferred.
- Strong leadership skills with the ability to motivate and retain Gas Control Team members
- Strong analytical, leadership, interpersonal and communication skills
- Ability to make operational decisions and adapt to business priorities.
