Reports to Manager - Testing & Commissioning
Reports in office to Location: Binghamton, NY or Rochester NY (3 City Center)
The base salary range for this position is dependent upon experience and location, ranging from $114,332- $142,916
Job Summary
Responsible for managing internal engineers and external contractors. Supervisor will have direct geographic responsibility for areas of the business and additional cross op-co involvement for management of various programs. Travel to work sites in a regular basis to perform site audits, safety observations, projects meetings, meet with employees, etc.
Supervise daily activities of the Testing and Commissioning department as well as the testing and commissioning of substation equipment and protection, control, and automation schemes throughout the Region.
Develop plans and set priorities for successful achievement of goals. Provides leadership, direction, and technical guidance to the workforce to achieve goals. Coordinates work activities with other supervisors within and outside of the department. Accountable for all aspects of performance of testing & commissioning to maximize efficiencies.
Ensure adherence to safety rules, processes and procedures, standards, best work practices, and ensure employees accept safety as their personal responsibility.
Conduct analysis, develop estimates, and apply engineering and testing and commissioning standards to drive the completion of projects. Coordinate with other departments, vendors, and consultants, and contractors to complete projects in a timely and cost-effective manner.

Perform safety audits, conducts incident investigations and follows-up on any unsafe conditions and practices.
Develop and maintain processes and procedures for use across the organization.
Guide and mentor testing and commissioning staff in the department.
Assists in the development of work schedules and the effective use of resources in the completion of work activities, goals, and objectives.
Interprets customer/stakeholder needs and assesses requirements for resolution. Ensures quality is a priority and that customer appointments and schedules are met.
Create and organize trainings across the organization.

Job Requirements
Education & Experience Required:
- 7 years of experience in Engineering with at least 4 years technical experience in electrical testing.
- Bachelor’s degree in Electrical Engineering / Technology.
- Master’s Degree in Engineering preferred.
- Advanced knowledge of power system analysis and fundamentals of equipment protection.
- Possess depth and breadth of experience in test engineering and knowledge of internal/external business and regulatory issues.
- Able to explain difficult concepts and influence others to change.
- Able to communicate orally or in writing.
- Able to lead a Team or mentor others
- Knowledge of IEC-61850 standards.
- Knowledge of FERC/NERC/NPCC and state regulations.
- Proficiency and fluency in power system protection theory, application, standards, design, test, commissioning, and analysis.
- Strong analytical, problem-solving, interpersonal, and communication skills.
- Requires strong Project Management, Leadership, Communication and Team Work skills. Must have demonstrated knowledge and experience to set direction, achieve buy-in and motivate others to achieve results. Knowledge of computerized management systems (e.g., Power Apps, etc.) and manufacturer's technical applications (e.g., Aspen, Doble, SEL, etc.).
- Individual must have a thorough knowledge of operating procedures, switching, and tagging, and the ability to read and understand technical manuals, wiring prints, schematics and diagrams for transmission and substation equipment.
