Job Overview
We are seeking an Estimator with 5–10 years of experience in federal construction estimating to join our growing team. This role plays a critical part in pre-construction and proposal development, responsible for leading cost estimates, coordinating with subcontractors, and supporting proposal pricing for design-build, design-bid-build, and IDIQ contracts.
This is a strategic role supporting both business development and operations, reporting directly to the President and collaborating with the Operations Manager, Capture Managers, and field leadership. The ideal candidate is detail-oriented, deadline-driven, and comfortable working in a fast-paced, innovative, and collaborative environment.
Key Responsibilities
- Collaborate with Business Development to establish pursuit strategies and pricing models.
- Support capture planning for 8(a) Sole Source, MACC/MATOC, JOC, and open competition projects.
- Prepare detailed cost estimates for federal construction projects using plans, specifications, and RFP documents.
- Develop quantity takeoffs, apply labor burden, general conditions, escalation, and bond rates; gather current material pricing for each job.
- Solicit and evaluate subcontractor and vendor quotes; develop scopes of work.
- Participate in design reviews, site visits/inspection prior to bidding, and pre-bid walkthroughs.
- Draft pricing narratives, clarifications, and basis of estimate documentation.
- Perform checks between drawings and specifications for discrepancies or omissions and assist when needed.
- Coordinate and log pre-construction RFIs.
- Ensure compliance with FAR/DFARS, Davis-Bacon, and agency-specific requirements.
- Correspond with owners, architects, subcontractors, and suppliers.
- Assemble bid invitation lists and assist in maintenance of subcontractor and supplier databases.
- Attend project hand-off meeting.
- Initiate value engineering items.
- Prepare formal subcontractor/supplier bid scope packages (for CM projects).
- Coordinate bidding calendar.
Requirements
✅ Minimum Qualifications:
- 5–10 years of federal construction estimating experience (vertical and/or horizontal projects).
- Strong understanding of FAR, DFARS, Davis-Bacon, and cost principles.
- Advanced skills in Bluebeam, Excel, and estimating tools such as RSMeans, Proest, PlanSwift, or similar platform
- Proficiency with platforms like Kahua, Building Connected, and SAM.gov.
- Excellent writing and verbal communication skills.
- Ability to manage multiple concurrent estimates under tight deadlines.
- Ability to adapt to new programs/platforms as innovative technologies are implemented.
- Ability to pass background check to access secure facilities.
⭐ Preferred:
- Experience with VA, FDA, USACE, GSA, FAA, NAVFAC or NPS projects.
- Experience with Hospital and/or Laboratory projects, heavy MEP projects.
- Experience with 8(a) Sole Source or federal IDIQ task orders.
- Degree in Construction Management, Engineering, or related field (or equivalent combination of education and field experience).
- Professional certifications (CPE, LEED AP, PMP) a plus.
- Experience with AI Estimating platforms like Swift, Beam.ai or Togal.ai a plus.
