Pharmacy Technician Overview
The Administration for Strategic Preparedness and Response (ASPR) is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the Pandemic and All Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.
The Pharmacy Technician works with the pharmacist to prepare and maintain multiple types of pharmacy caches and kits used during emergency medical response missions. This nontraditional pharmacy technician position works in a warehouse environment and does not directly dispense medications to the public. The Pharmacy Technician will have operational responsibility for all ongoing inventories of drug products and pharmaceutical supplies to include their procurement.
Responsibilities
- Work as a Pharmacy Technician and a logistics and procurement team member to support the Office of Response Logistics’ (ORL) pharmacy program and services nationwide.
- Will have operational responsibility for all ongoing inventories of drug products and pharmaceutical supplies to include their procurement in support of the National Chief Pharmacist of the Logistics Division and National Disaster Medical System (NDMS).
- Will perform added duties as a procurement / inventory management technician.
- Duties consist of pharmaceutical and medical supply order initiations, receiving shipments of goods, assuring compliance with pharmaceutical storage requirements
- Inventory control through perpetual analysis, funds control, liaison with company and other government representatives, and resource for financial status reports and presentations
- Maintain a clean and aseptic work area and ensures strict security measures for the Pharmacy environment.
- Maintain accurate records of prescriptions dispensed; orders, receiving and storage of pharmaceutical supplies; consults with pharmacist or physicians and staff to clarify medication orders; assumes legal custody of controlled substances; and assures that medications are managed and dispensed in compliance with the law and that inventory control and record keeping requirements are met.
- Process outdated, unusable, and excess inventory for return to respective entities for replacement of usable formulary items or credit.
- Assist in reviewing requests for purchases of accountable assets to identify availability of requested resources from various federal outlets
- Assist in acquisition / purchasing activities, which may involve accountable property that has been purchased by ASPR funding or through disaster relief funds
- Ensure that all nonexpendable accountable property being received or issued is distinctively marked so that it can be readily identified as leased, loaned or Government-owned property
- Assist in the issuing of custody receipts or other similar documents to assign responsibility for nonexpendable equipment and sensitive supplies issued to responsible party
- Assist in evaluating culpability when accountable property has been reported lost, damaged, misused, or stolen and assisting the ASPR Survey Board Officer when further investigation is required
- Assist in performing a joint inventory when transferring the organization’s accountable property account to a new Accountable Property Officer (APO) and certifying the accountable property was accounted for during the transfer process
- Assist the government by conducting a complete inventory of all property located at the facility, all property issued to employees and removed from the facility
- All property returned to a government facility must be turned over to the APO of the facility. The contractor will prepare and circulate inventory lists to include excess property and turn over the inventory lists to the APO at the government facility.
- Assist the government in the collection and analysis of equipment maintenance, repair, and failure data. Assist the government in managing work concerned with receiving, handling, storing, maintaining, issuing, or physically controlling items within the Agency’s storage and distribution system and other logistic services in direct support of disaster operations
- Stay current on all policies, guidance and procedures affecting logistics practices
- Drive Logistics vehicles to move inventory
- Assist with short lists for NDMS caches
- Create order lists and contact vendor for quotes on cache / kit / office supplies, services / preventative Maintenance (PM)
- Provide feedback on ordering process
- Provide short list by cache / kit so items can be integrated into caches / kits once received
- Receive order tracking and confirm order receiving with shipping and receiving, log new line items received with actual dollar values in tracking sheets, track which NDMS cache / kit has received the item and add the dollar value to the inventory for asset valuation
- Review Biomedical PM schedule monthly and determine which items need to have service performed and coordinate with staff and vendor once funding is approved.
- Directly involved in the maintenance of multiple types of pharmacy caches and kits to support emergency medical response missions
- Conduct inventories of medications contained the caches and kits
- Assist in preparing orders for pharmaceuticals and supplies
- Maintain a safe and clean pharmacy in compliance with state and federal rules and regulations
- Prepare reports as needed
- Assist in the deployment of pharmacy caches and kits during emergency responses
- Assist in segregating expired medications
- Assist other team members as needed
