We are looking for an IT Procurement and Contracts Specialist to support the Office of the Chief Technology Officer, DC Government. The Procurement Specialist will report directly to the Chief Operating Officer and provide critical support to the Enterprise Contracts and Licensing (ECLS) Division at the Office of the Chief Technology Officer (OCTO) within the DC Government. This role involves developing, reviewing, and managing procurement documents and processes for Information Technology (IT) and Telecommunications contracts. The ideal candidate will work closely with District Government Agency CIOs, IT leads, and technical experts to gather requirements, develop acquisition strategies, and ensure compliance with relevant procurement regulations.

We are looking for an IT Procurement and Contracts Specialist to support the Office of the Chief Technology Officer, DC Government. The Procurement Specialist will report directly to the Chief Operating Officer and provide critical support to the Enterprise Contracts and Licensing (ECLS) Division at the Office of the Chief Technology Officer (OCTO) within the DC Government. This role involves developing, reviewing, and managing procurement documents and processes for Information Technology (IT) and Telecommunications contracts. Responsibilities
Procurement Coordination and Planning:
- Develop and review procurement-related documents such as Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and contracts.
- Collaborate with program managers, CIOs, and IT leads to gather and refine cross-agency requirements for IT hardware/software acquisitions.
- Plan and monitor procurement activities, ensuring timely and efficient execution.
- Translate complex technical information into clear and concise documents.
- Proofread procurement documents to ensure accuracy and compliance with District policies and procedures.
- Maintain the internal documentation library and coordinate special documentation services as needed.
- Ensure procurement activities adhere to DCMR 27, PPRA, and Federal Acquisition Regulation (FAR) guidelines.
- Monitor procurement procedures and recommend process improvements.
- Coordinate with the Office of Contracting and Procurement (OCP) to implement purchasing process enhancements.
- Conduct research to contextualize procurement requirements and develop effective acquisition strategies.
- Analyze procurement data and prepare dashboards to monitor progress and outcomes.
- Review and administer OCTO’s IT and Telecommunications contracts.
- Ensure purchase requests are complete, accurate, and compliant with agency policies.
- Facilitate communication with program managers and District agency stakeholders to resolve procurement issues.
- Organize and lead meetings as needed to ensure alignment on procurement objectives and strategies.
- Manage and coordinate special projects and vendor activities as assigned.
- Perform other procurement-related tasks as directed by the Chief Operating Officer.
- Minimum of 3-5 years of experience in IT procurement or contract management.
- Strong understanding of DCMR 27, PPRA, FAR, and procurement systems such as the Ariba PASS system.
- Excellent written and verbal communication skills.
- Strong analytical and problem-solving abilities.
- Proficiency in Microsoft Office Suite and procurement management tools.
- Detail-oriented and highly organized.
- Ability to manage multiple priorities and meet tight deadlines.
- Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.
- Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, or a related field (or equivalent experience)
