Targeted Business Analysis and Leadership Services (and related deliverables):
The Business Analysis and Leadership services will include:
- Lead and drive business analysis activities in alignment with the overall implementation plan
- Identify and translate high level conceptual user requirements into detailed requirements and specification documents to guide solution design and development
- Create an organized structure to manage all requirements, support the development of the requirements, solution design and configuration documentation as needed and provide oversight to ensure quality deliverables are produced in a timely manner
- Work closely with the business and technical teams to drive day-to-day activities, as well as ensure effective communication and escalation of risks and issues
- Lead and/or participate in business process re-engineering
- Provide leadership for requirements and solution design discussions across business teams, technical teams and clinical stakeholders
- Coordinate and support business analysts through the requirements, solution design, build and test phases of the project to ensure business documentation developed is of high quality
- Support the development of business requirements and solution design documents to ensure end-user needs are reflected in the final solution
- Apply superior conflict management skills and expertise to persuade and negotiate effective resolution of issues/disputes
- Work with business, clinical and technical teams and external vendor teams to support business analysis and explore solutions to ensure business needs are met
- Develop recommendations regarding alternatives and options for business decisions
- Advise on requirements and system configurations required to meet organization requirements.
- Develop analysis on detailed business and technical requirements, process flows and design specifications
- Develop mitigation for business area risks and issues
- Support the project planning activities including providing input to the implementation plan and any required documentation
Deliverables:
- Successful execution of business workstream critical milestones defined above
- Business workstream artefacts such as current and future state, solution requirements, design and configuration documentation (ranging from developing documentation and providing oversight to the business analysts that will support development). Includes overall accountability for quality business artefacts/deliverables being developed in accordance with project timelines
- Create an efficient structure on how various requirements are managed and organized
- Options analysis documentation for critical business decision items.
- Issues and risk analysis documentation to support project decisions (briefing notes, summary analysis)
- Knowledge transition summary document(s)
Specific Qualifications or Experience Required:
Respondents will be assessed on their:
- overall approach to the engagement and;
- ability to meet organizational level and service level specific qualifications as outlined below.

SERVICE LEVEL QUALIFICATIONS:
Any individual providing business analysis and leadership services must meet the following qualifications. Note: If multiple resources proposed please ensure the combined team satisfies the full requirements:
- Minimum 5 years recent experience in healthcare with a focus on IT systems and operational support
- Minimum of 10 years of relevant business analyst experience on large-scale, complex systems
- Must have experience with implementing large complex, clinical information systems, preferably implemented across enterprise-level or multi-sites.
- Must have experience in the analysis of business model and workflows and their integration with technology solutions
- Must have experience developing requirements and solution design documentation, including knowledge of structured methodologies
- Must understand business modeling techniques/ tools
- Leadership experience in a technology environment, including managing complex projects that involve several integrated systems and overseeing business analysis teams
- Possess strong problem solving, analytical, organization and interpersonal skills,
- Possess strong written and verbal communication, documentation and facilitation skills, conflict resolution, and stakeholder management
- Knowledge of all aspects of the software engineering process
- Awareness of emerging IT trends and technologies
- Knowledge of interoperability and integration including HL7, FHIR resource and API
- Experience in systems analysis, development, design, testing and implementation on large complex systems
- University degree in Engineering or Computer Science, or MBA is preferred
- Business Analysis certified is preferred
- It is an asset if the applicant possesses previous experience with the GE Centricity Perioperative Anaesthesia (CPA) application or other Anaesthesia or perioperative information systems
Constraints and Special Considerations:
- Vendor staff will have access to a vehicle to participate in onsite activities
- While Employer may provide VPN access so that consultants may work remotely, it is expected that the SBA resides locally (i.e., the BC Lower Mainland) and are available for attendance in person when required
- The proposal must be all-inclusive. No expenses, e.g., mileage and parking, will be reimbursed for this contract
