Position Objective:
This position requires a TOP SECRET/SCI level security clearance. It is designated as a Cyber IT/Cybersecurity Workforce position in Specialty Area 62 and requires compliance with SECNAV M-5239.2 as a condition of employment. The role provides technical and analytical support, program management, and specialized tool development for the Navy Blue Team, enhancing assessment capabilities and operational effectiveness.
Job Description:
As a Cyber Tool Developer, you will design, build, and optimize cybersecurity tools that assist the Navy Blue Team in defending against cyber threats. These tools may include automated scripts, security applications, and vulnerability detection solutions to streamline tasks such as scanning, incident detection, and log analysis.
Your responsibilities include:
- Developing and optimizing cybersecurity tools to improve the efficiency and effectiveness of Blue Team operations, ensuring they are user-friendly, high-performance, and reliable.
- Enhancing automation to reduce manual tasks, streamline workflows, and accelerate assessments.
- Optimizing code for performance, efficiency, and stability, minimizing errors and reducing the risk of operational disruptions.
- Innovating new cybersecurity solutions that improve security posture, proactively addressing emerging threats.
- Supporting working groups, planning teams, conferences, tabletop exercises, war games, and operational experiments.
- Ensuring compliance with applicable DoD and Navy cybersecurity directives.
Qualifications:
Candidates must have at least five (5) years of experience providing technical expertise and guidance in cybersecurity operations, with demonstrated proficiency in at least five of the following areas:
- Cybersecurity Tool Development: Experience developing tools for security assessments, compliance checks, and threat detection.
- Programming Proficiency: Expertise in Python, PowerShell, or other cybersecurity-related languages.
- Vulnerability Assessments: Hands-on experience identifying and mitigating security weaknesses in networks, systems, or applications.
- Automated Reporting & Data Analysis: Ability to develop scripts that analyze assessment data and generate reports using PowerShell or similar scripting languages.
- Navy Shipboard Networks: Experience with CANES (Consolidated Afloat Networks and Enterprise Services) and related Navy network security operations.
- Network Security & Administration: In-depth knowledge of network protocols, architectures, and misconfiguration detection.
- Cybersecurity Training: Experience developing and delivering training programs on cyber tools and best practices.
- Customization & Integration: Ability to create and modify themes, plugins, and extensions to support vulnerability discovery and reporting.
- Industry Standards & Compliance: Familiarity with NIST Special Publications and cybersecurity frameworks.
Certifications & Technical Requirements:
Candidates should possess:
- Education: Bachelor's or Master's in Computer Science, Cybersecurity, or a related field.
- Certifications: At minimum, CompTIA Security CE or equivalent.
- Technical Skills: Working-level ability with at least one of the following:
- PowerShell
- Python
- Familiarity with Navy Information System Architecture.
Work Hours:
- Required shift coverage: DAY SHIFT (07:30 AM/0730 - 4:00 PM/1600) working position (Monday - Friday). Remote work as authorized. If ever calling or talking to a candidate and they ask about remote work, they need to understand that they are expected to be on-site 5 days a week, but there may be rare and occasional times that it's approved by the proper authorized personnel.
