The Chief Financial Officer (CFO) is a C-level, senior executive who reports directly to the CEO and regularly interacts with the board of directors and senior leadership team. This executive is responsible for overseeing the financial operations and strategy of the organization, ensuring regulatory compliance. The CFO is responsible for providing strategic financial direction, overseeing non-profit financial operations, and driving growth, cost containment, and efficiency to support the organizations mission. The CFO plays a critical role in ensuring the organizations financial health and sustainability, including managing financial planning, billing, budgeting, revenue cycle management, and forecasting, as well as optimizing resources to support Axis goals. Bachelors degree in Accounting, Finance or a related field. Masters degree in Business Administration (MBA), Finance, or Healthcare Administration (preferred). Certified Public Accountant (CPA) or Certified Healthcare Financial Professional (CHFP) credential (preferred). Minimum of five (5) years of experience as Chief Financial Officer (CFO), Controller or in an equivalent leadership role, preferably within an FQHC or healthcare setting. Federally Qualified Health Center (FQHC) and Community Health Center (CHC) experience is highly desirable. Strong knowledge of financial accounting, budgeting, control and reporting principles in a non-profit environment, including managing government and multi-source funding. Proficiency in financial analysis tools, spreadsheet programs, and other relevant technologies, as well as good computer skills using Microsoft Office and the ability to use Axis departmental systems. Proven ability to provide strategic financial leadership and operational guidance in developing and managing programs and services. Strong analytical skills and the ability to provide leadership and strategic guidance in the organizations financial arena and in the development and operation of programs and services. Commitment to Axiss mission and the ability to align financial strategies with its goals. Excellent writing, editing, and proofreading skills. Must be able to use office equipment (i.e. copier, fax, etc.). Serve as a member of the Executive Leadership Team, participating in strategic planning, and program development. Develop and implement financial strategies to align with organizational goals, including evaluating third-party payer functions and contracts. Collaborate with the executive team to provide financial leadership, develop long-term financial sustainable operational plans, and ensure alignment across all divisions. Oversee all financial functions, including accounting, budgeting, forecasting, cash flow management, fund management, billing, payroll, and financial reporting. Ensure the implementation and monitoring of effective internal controls to safeguard assets and ensure the accuracy of financial statements. Supervise fiscal department operations, including accounts payable / receivable, patient / client billing, payroll, contract reporting, and invoicing. Ensure compliance with all governmental regulations related to financial operations Including US GAAP, federal, state, local regulations, and the Single Audit Act and 45 CFR 75 for grant-related funds. Oversee the timely filing of Medicare and Medi-Cal cost reports, and any other required health plan payer filing, and ensure alignment with the general ledger. Maintain internal controls to safeguard financial assets and mitigate organizational risk. Attend board and committee meetings and offer expertise on financial matters. Provide financial reports and analysis to the Board of Directors and Finance Committee in a format suited to their needs. Evaluate and recommend investment opportunities in collaboration with the CEO and Board of Directors. Monitor payer mix, sliding fee scale programs, and ensure compliance with FQHC billing requirements. Manage financial aspects of grants ensuring compliance with grant requirements and reporting deadlines. Monitor grant expenditures and assist in grant applications providing financial and budget narratives. Build and maintain relationships with contract authorities, funding agencies, and other external stakeholders. Monitor budget adherence and provide detailed analysis to management. Develop and maintain robust cash flow forecasting systems. Oversee corporate tax filings, audits, and reports, ensuring timely submissions to all regulatory bodies. Collaborate with the Audit Committee to meet all legal and oversight obligations. Support programmatic audits and compliance initiatives. Evaluate and oversee organizational insurance policies, ensuring comprehensive coverage for liability, property, malpractice, and other risks. Oversee the procurement process, ensuring the financial aspects of the policy are implemented and monitored. Participate in staff meetings, and attend other meetings and training events as assigned.
