Description

This position is responsible for carrying out the tactical Safety and Health direction of the Company and providing professional safety & health support and oversight to the project management team. This position facilitates adherence to safety policies and procedures while maintaining compliance with the local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations. The incumbent is responsible for planning, and implementing organizational Safety and Health initiatives in order to ensure a safe, healthy, and incident-free work place, in a heavy construction environment. The successful incumbent maintains good working relationships with all levels of personnel and will quickly respond to questions and/or concerns related to safety and health issues.

  • Manage Safety & Health programs in order to achieve and maintain the company goal of zero safety incidents.
  • Manage and conduct regular health and safety performance reviews, assessments and document to ensure that site locations are in compliance with Corporate and regulatory requirements.
  • Manage and verify compliance with applicable Local, State, and Federal Occupational Safety and Health Administration (OSHA) rules and regulations.
  • Approve the Safety & Health program on field construction projects to ensure operations are executed as planned and conducted in a safe manner.
  • Manage the Site Safety & Health Program deliverables as defined by the Corporate Safety & Health department of the Company while responding to questions and/or concerns related to site specific safety and health compliance issues in a timely manner.
  • Lead immediate actions related to work stoppage when circumstances could result in immediate danger to life and health on a project.
  • Report and present work stoppage incident details and personnel involved to the project management team as soon as the incident has been resolved safely.
  • Present safety and health information to the Corporate Safety team to ensure that the project safety program is being implemented effectively and required safety compliance has been documented.
  • Assess Safety & Health issues and opportunities at the project site, before the work begins and implement corrective action based on policies, guidelines and procedures for resolution.
  • Manage the on-site Safety & Health program directly with the Client's Safety & Health Department specifically on any site safety & health issues, coordination of preventative measures, and building working relationships with project staff and each subcontractor safety representative to ensure proper compliance is maintained.
  • Lead communications between customers and jobsite contacts, including subcontractor safety representatives, government agencies (MSHA, OSHA, etc.).
  • Train and coach site personnel on the Company's Safety & Health programs and best practices and ensure understanding and compliance with regulations and policies.
  • Manage project Safety & Health walk-through assessments. Review all assessment findings with appropriate parties. Document the items which require immediate correction and ensure that these items are corrected in a timely manner.
  • Compile and review memos relative to safety, including assisting Site Management with correspondence to heighten safety awareness, project safety and health goals and ensure a safe and productive work environment is a priority among all project personnel.
  • Manage availability of and oversee appropriate use of safety equipment.
  • Manage permits and monitor hot work, confined space entries, lockout/tag out, and excavation.
  • Investigate incidents; conduct and obtain witness statements, prepare appropriate reports; and implement Return to Work policy. Develop and communicate with supervisor on employees RTW (duties, restrictions, etc.) and monitor compliance closely.
  • Manage and delegate pre-job activities such as: development of site-specific safety and health program, new hire orientation and training, emergency action plan, setup of local emergency responders and medical facilities, and site visits and communicates changes as necessary.
  • Responsible for site safety office and field planning and executing contractual obligations.
  • Facilitate project meetings and present project Safety program progress, challenges, and objectives to Corporate Safety and project stakeholders.
  • Execute worker compensation plan under direction of Safety Director.
  • Understand project scope of work and identify potential hazards and works with Project Management to recommend corrective action to prevent accidents and illness.
  • Manage development and determination of project specific safety goals and objectives; work with Project Management Team to determine best means of implementation and provide feedback as to success and challenges to the Director of Safety.
  • Coordinate with subcontractors and general contractor onsite to plan tasks in a shared work area.
  • Manage and delegate onsite Safety & Health Specialists workload. Provide feedback on performance, strengths, and weaknesses.
  • Document and authorize training on Safety & Health programs as applicable to the work being conducted.
  • Report and present near miss, property damage, environmental incidents and accident investigation reports. Recommend countermeasures as appropriate.
  • Endorse solutions to Corporate Safety & Health periodically regarding the Project Safety & Health Program challenges, objectives, and progress; ensuring high level of communication.
  • Approve the Company's field Safety & Health report.
  • Verify all required safety records are in an audit ready state and submit all documentation as required to Corporate Safety & Health.
  • Performs other duties as assigned

Qualifications

  • Bachelor Degree in Occupational Health and Safety, Engineering, or Construction Management and 13 years construction safety, general industry safety, or construction management.
  • Associate Degree in Occupational Health and Safety, Engineering, or Construction Management and 15 years construction safety, general industry safety, or construction management.
  • High School Diploma/GED and 17 years construction safety, general industry safety, or construction management.
  • Familiarity with Zero Injury techniques of Construction Industry Institute required.
  • Experienced knowledge of Occupational Safety & Health Administration (OSHA) Construction and General Industry Regulations, as well as, America National Standards Institution (ANSI), National Institute for Occupational Safety & Health (NIOSH), Army Corps of Engineers (CoE), Engineers Manual 385-1 and National Electrical Code (NEC) Standards.
  • Must be proficient in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
  • Must be willing to work various schedules at the project site location.
  • Must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy.
  • Excellent verbal and written communication skills.
  • Ability to present and teach safety concepts and classes.
  • Valid driver's license Required
  • Board of Certified Safety Professionals within 1 Year
  • OSHA 10-hour Outreach Construction Course
  • OSHA 30-hour Outreach Construction Course
