Position: SBE/DBE/MBE Engagement & Compliance Specialist

Location: Hanover, MD (In-Office Position)

Salary Range: $75,000 - $85,000 per year

Overview:

The selected candidate will support Small Business Enterprise (SBE), Disadvantaged Business Enterprise (DBE), and Minority Business Enterprise (MBE) outreach, engagement, and compliance efforts for a large infrastructure project, ensuring alignment with MDTA’s Civil Rights & Fair Practices (CRFP) policies and 49 CFR Part 26 requirements. This role bridges small business advocacy and regulatory compliance, engaging with local DBE firms while ensuring accurate documentation, reporting, and adherence to DBE program requirements. The ideal candidate will be bi-lingual in Spanish and capable of working with translators for additional languages as required to facilitate effective communication with diverse subcontractor communities.

Key Responsibilities:

Outreach & Community Engagement:

Serve as a liaison between DBE subcontractors, project leadership, and advocacy groups.

Develop and maintain office hours schedule to facilitate DBE access to project staff and information.

Organize project update newsletters, community presentations, and DBE outreach events.

Coordinate technical assistance workshops and business development programs to enhance DBE subcontractor capacity.

Provide correspondence management, responding to DBE-related inquiries via email and phone.

Communicate effectively with Spanish-speaking subcontractors and stakeholders, ensuring their full participation in DBE initiatives.

Work with translators for additional languages as required to ensure inclusivity in outreach and compliance efforts.

Compliance & Reporting:

Monitor and track DBE utilization, subcontractor payments, and program compliance, ensuring adherence to 49 CFR Part 26 and MDTA policies.

Conduct Good Faith Effort (GFE) documentation reviews to verify prime contractor outreach efforts.

Perform Commercially Useful Function (CUF) reviews, including site visits and investigations as needed.

Prepare and submit quarterly and annual DBE reports to MDTA, ensuring data accuracy.

Assist with DBE certification reviews and monitor subcontractor onboarding processes to ensure compliance with state and federal guidelines.

Qualifications & Experience:

Bachelor’s degree in Business, Public Administration, Contract Management, or a related field, or equivalent experience.

5 years of experience in DBE compliance, procurement, community relations, small business development, contract administration, or government affairs.

Strong understanding of 49 CFR Part 26 DBE regulations and federal/state compliance requirements.

Proficiency in compliance tracking software (e.g., B2GNow, PRISM, LCPtracker, or similar platforms).

Knowledge of local DBE subcontracting communities and major infrastructure projects/construction operations.

Experience working with prime contractors, project engineers, and regulatory agencies to facilitate DBE program success.

Exceptional written and verbal communication skills, with the ability to produce reports, outreach materials, and compliance documentation.

Ability to multi-task, problem-solve, and respond to project needs efficiently in a fast-paced environment.

Bilingual in Spanish, with the ability to communicate effectively in both written and spoken formats.

Ability to work with translators for additional languages as required to facilitate inclusive outreach efforts.

Preferred Qualifications:

Prior experience implementing or managing a DBE program in compliance with 49 CFR Part 26.

Industry certifications such as Certified Compliance Administrator (CCA) or Contract Compliance Professional (CCP).

Experience conducting audits, investigations, or site visits for DBE/CUF compliance.
