Overview
B3 Enterprises, LLC is seeking a highly skilled and experienced candidate to fill the Assistant Program Manager (APM) position at our Fort Novosel location. The ideal candidate will have a minimum of two (2) years of experience in petroleum services operations and supervisory experience within five years prior to their hiring date. This position oversees and manages operations in a petroleum services environment which includes mobile fuel servicing operations, equipment maintenance, quality surveillance, and operational efficiency.
Responsibilities
- Supervise and manage bulk fuel storage and distribution systems/facilities.
- Oversee mobile fuel servicing equipment, including truck-based direct refueling systems.
- Ensure the quality surveillance of aviation fuel products and support services related to the contracted activity.
- Administer aviation fuel inventory, accounting, and administrative practices.
- Oversee automated Preventive Maintenance systems and programs, ensuring timely and accurate implementation.
- Apply knowledge of the basic design and layout of petroleum facilities, including the component makeup and flow characteristics of fuel storage and distribution.
- Interpret and understand basic drawings, blueprints, and system specifications.
- Maintain a high standard of operational efficiency, safety, and regulatory compliance.
Essential Duties
- Participates in hiring and termination actions of hourly and salary employees
- Reviews and approves base field and stage field schedules
- Conducts random inspections of all work areas
- Responds to Government Quality Assurance Surveillance reports
- Participates in meetings with Government representatives
- Conducts employee counseling and disciplinary actions
- Assists with the submission of weekly/monthly company reports
- Manages the company's key control program
- Oversees the company's training programs
- Responds to union grievances and participates in grievance meetings
- Alternate company credit card holder for as needed supplies
- Reconciles monthly gasoline and diesel fuel usage
- Monitors the company's drug and alcohol screening programs
- Reviews and updates company policies and procedures
- Supervises and provides performance goals to subordinate management employees
Supervisory Responsibilities
Direct supervisor of the Base field supervisors, AST Manager, Training Manager, and Maintenance Manager
Qualification Requirements
- Minimum of two (2) years of experience in petroleum services operations within the last five (5) years.
- Supervisory experience in bulk storage or mobile fuel servicing operations.
- Extensive experience in equipment maintenance and quality surveillance.
- In-depth understanding of aviation fuel inventory management, quality control, and operational best practices.
- Experience with automated Preventive Maintenance systems and programs.
- Strong understanding of petroleum facility design and fuel distribution systems.
- Ability to read and understand system specifications, blueprints, and technical documents.
Education and/or Experience
Must possess a high school diploma or higher level of education. Management and safety courses and/or Army aircraft refuel experience is preferred. Must be able to speak, read, and write English.

Ability to demonstrate job procedures and assist in the training of employees in all work areas assigned to this location and classification. Ability to interface with all levels of personnel. Working knowledge of Occupational Safety and Health Administration, Department of Transportation, and Federal Motor Carrier Safety Regulations. Excellent communication, interpersonal, and penmanship skills.
