Overview
BizSolutions 360, Inc. (B360) is seeking a knowledgeable and respected Tribal Monitor / Traditional Cultural Specialist (TCS) to support construction activities for the rehabilitation and expansion of the Wastewater Treatment Plant (WWTP) at Mount Rushmore National Memorial in Keystone, SD.
This role ensures cultural and historical resource protection during subsurface construction and supports the National Park Service’s (NPS) commitment to Indigenous consultation and environmental compliance. The TCS will coordinate with construction management staff and tribal representatives to monitor and protect culturally sensitive areas impacted by ground-disturbing activities.
ResponsibilitiesCultural Resource Monitoring
- Provide on-site presence during all excavation or ground-disturbing activities
- Identify, document, and communicate findings related to cultural and archaeological resources
- Ensure construction activities respect and avoid adverse impacts to traditional cultural properties
Documentation & Reporting
- Record field observations and submit daily logs on findings or issues
- Coordinate with B360 and federal stakeholders to relay concerns or discoveries
Tribal Liaison Support
- Facilitate respectful communication between the CM team and tribal communities
- Participate in relevant project meetings as needed
Schedule Coordination
- Work closely with the Construction Management Representative (CMR) to align presence with the construction schedule
- Maintain flexibility for phased engagement over the life of the project
Qualifications Experience
- Demonstrated cultural knowledge or field monitoring experience on projects involving tribal lands or cultural resource management
- Atleast 3-5 years of experience.
- Prior work with federal or state agencies is preferred and rated highly
Knowledge & Skills
- Understanding of cultural resource protection laws (e.g., NHPA, NAGPRA)
- Ability to observe and communicate sensitively across tribal and federal contexts
- Strong interpersonal and note-taking skills
Certifications & Affiliation
- Affiliation with or recommendation from a federally recognized tribe in the region is strongly encouraged
- CPR/First Aid certification or safety training a plus
Work Schedule & Location
- Duration: Phased schedule beginning May 2025.
- Estimated Time: 186 total days of on-site monitoring (intermittent as needed)
- Schedule: Based on construction activities involving ground disturbance
- Location: Mount Rushmore National Memorial, Keystone, SD
