Under the direction of the Deputy City Manager, Paris' next Finance Director will take responsibility for all aspects of the Finance, Utility Billing and Collection, and Warehouse divisions. The position serves as the City's Finance Director, investment officer, public funds custodian, debt manager, grants financial officer, and risk manager and provides overall administrative and technical direction in the areas of accounting, purchasing, treasury, payroll, budget control, assessment, and risk management. It also serves as the appeals officer for utility billing complaints.

Opportunities and challenges in the years ahead will include taking on centralized competitive procurement oversight for all City operations and transitioning to more automated processes throughout the organization in areas like purchase orders, including a move toward automated time and attendance. The department also recently upgraded its water meters and financial software to transition to full radio-read; this position will help continue those efforts.
Additionally, Paris added the position of Assistant Finance Director this fiscal year. Once hired, the new Director will be tasked with evaluating and hiring someone to fill that role.
The City of Paris offers a market-competitive total rewards package, which includes a base salary range of $97,962 – $126,599. The City will negotiate a vehicle allowance, employment agreement and relocation assistance with the successful candidate. Additionally, the city offers an outstanding medical, dental, vision and life insurance package, and participation in the Texas Municipal Retirement System.
This position requires a bachelor's degree in accounting or a related field, with a master's degree and Certified Public Accountant status strongly preferred. Candidates should also have at least six (6) years of governmental accounting experience, including management and administrative experience, with eight (8) years of experience preferred, and a valid Texas driver's license. An equivalent combination of education and experience may be considered.
