Job Description

The City of Baltimore, Maryland is seeking a Commissioner of Health to lead the oldest continuously operating health department in the United States and provide essential leadership to make Baltimore a healthier and more equitable city for the benefit of all its residents. Over the last century, Baltimore has been a national leader in drinking water safety, control of tuberculosis and other infectious diseases, childhood lead poisoning prevention, public health approaches to violence reduction, and expansions in addiction treatment.

The Commissioner of Health oversees two public health clinics; a diagnostic lab; HIV and STI prevention; immunizations; dental services; and acute and communicable disease monitoring and investigation. This position serves as incident commander for public health emergencies, chairs the Local Health Improvement Coalition and the Child Fatality Review team, and is the ex-officio chair of the board of the local behavioral health authority, in addition to other duties as listed in the recruitment brochure.

Expand Child Immunization Access

The Commissioner of Health will have the opportunity to enhance the accessibility of immunizations for children. By leveraging BCHD's resources, such as mobile clinics, as well as partnerships with health care institutions and organizations, the Commissioner can lead efforts to make Baltimore a place for children to live, learn, and play without fear of preventable infectious diseases.

Advance Harm Reduction and Overdose Prevention Initiatives

To date Baltimore City has recovered more than $200 million to support efforts to reduce addiction and overdose through settlement agreements with opioid pharmaceutical manufacturers and distributors. The Commissioner will lead core public health functions in the response, including data collection and analysis, public health communications, planning and strategy, and provision of essential services.

Strengthen Public Health and Education, Employment, Housing and Transportation Collaborations

Recognizing the critical connection between social determinants of health such as education, employment, stable housing, transportation and health outcomes, the Commissioner will have the opportunity to further integrate public health strategies with education, employment, housing and transportation initiatives. By building partnerships and promoting investments in these areas, the Commissioner can contribute to healthier, more resilient communities across Baltimore.

Compensation and Benefits

The salary range for this position is $159,378 to $263,014 annually. In addition to competitive compensation, the City of Baltimore provides a comprehensive benefits package, including between 12 and 24 days of annual leave based on years of service, four personal days per fiscal year, 12 paid holidays, and 12 days of sick leave annually.

Full-time employees are eligible for health benefits covering at least 80% of total premiums, with plans that include medical, prescription, dental, vision, and Life / AD&D insurance. Employees can also opt into Health Care and Dependent Care Flexible Spending Accounts and have free access to the City's Employee Assistance Program. Retirement savings options include a Hybrid Plan with a defined benefit and a 401(a) defined contribution account, or a non-hybrid 401(a) defined contribution plan. Participation in one of the retirement plans is mandatory.

Residency & Financial Disclosure : This position is required to complete an Affidavit for Political Appointees and Public Officials as part of the City's Residency Requirement. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.

Desired Qualifications

Educational requirements include a (1) MD or DO or (2) doctoral public health degree or (3) DRNP degree or (4) Master's public health combined with a law, business, or nursing degree. Equivalent relevant education may be considered. A minimum of five years in a senior management role overseeing direct reports is essential, along with exceptional emotional intelligence, strong administrative, delegation, communication, project management, budgeting and grant writing skills. Government experience is preferred but not required.
