JOB SUMMARY
This position is responsible for maintaining tag and tax records for the Tax Commissioner.
MAJOR DUTIES
· Calculates amounts due and collects payments for state, county and school district ad valorem taxes for property, timber, motor vehicles, and mobile homes.
· Enters payment and other information into the computer database.
· Balances the cash drawer on a daily basis; maintains required balance.
· Processes motor vehicle registrations; determines required supporting documentation for the processing of title applications; determines correct plates for tag issuance; determines applicable fees; determines fair market value for collection of Title Ad Valorem Tax.
· Resolves problems related to improper documentation in the motor vehicle registration process; assists dealers with title compliance.
· Verifies vehicle insurance information via telephone.
· Researches tag and tax data; provides detailed information to the public; resolves related problems.
· Assists in maintaining inventory of tags, decals and forms related to motor vehicle registration.
· Issues mobile home ad valorem permits and processes title applications.
· Sorts and processes applications received by mail; prepares outgoing mail for posting.
· Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
· Knowledge of bookkeeping practices.
· Knowledge of modern office practices and procedures.
· Knowledge of filing and record-keeping systems for taxes, tags, titles, tax digests, and tax exemptions.
· Knowledge of state tag and title rules and laws, motor vehicle registration guidelines, and tax fee structures.
· Knowledge of state law governing relocation and titling of mobile homes.
· Skill in performing basic mathematical calculations.
· Skill in the use of such office equipment as a calculator, cash register, facsimile machine, copier, typewriter, and computer.
· Skill in dealing with the public.
· Skill in oral and written communication.
SUPERVISORY CONTROLS
The Operations Supervisor assigns work in terms of general instructions. The work is reviewed for accuracy, compliance with procedures, and the nature and propriety of the final results.
GUIDELINES
Guidelines include state Department of Revenue laws and regulations, state Motor Vehicle Division regulations, the , county policies and procedures, and standard bookkeeping practices. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
· The work consists of related bookkeeping and clerical duties. Frequent interruptions and high seasonal work volume contribute to the complexity of the work.
· The purpose of this position is to maintain an accurate bookkeeping system for the collection and disbursal of tag and tax monies. Successful performance helps ensure that the county properly collects and disburses revenues.

· Contacts are typically with co-workers, other county employees, state Department of Revenue officials, car dealers, attorneys, bankers, law enforcement officials, and the general public
· Contacts are typically to give and exchange information, resolve problems, and provide services.

· The work is typically performed while sitting, standing, walking, bending, crouching, or stooping.
· The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
· Ability to read, write, and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
· Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
