What are the responsibilities and job description for the Communications Technician III - Baldwin County Commission position at Baldwin County?

 
This individual provides advanced field service support and installation of the County's Telephone Sets, Desktop Computer Systems, Two-way Radio Systems, Cellular Phones, Premise wiring and fiber infrastructure for voice and data, and Security Cameras. In addition, this individual provides advanced level field support of LAN and WAN equipment (i.e. hubs, switches, and routers) and advanced PBX trouble shooting and maintenance.  This individual will be specialized and have Project Leader responsibilities for at least one of the following areas: Telephony Systems, Two-way Radio Systems, Desktop Computer Systems, or Network Systems. This individual has no direct subordinates but could supervise other Technicians or Support Specialists on a project basis.

Successful applicants must be at least 20 years old, insurable by the County’s insurance carrier, pass a criminal and motor vehicle background check and will be subject to a pre-employment drug test and physical.


Premise Cabling & Wiring Installation and Maintenance
  1. Pull and terminate voice, video, & data cables.
  2. Understand & terminate patch panels.
  3. Tone out cables.
  4. Make & test patch cables
  5. Build telephone main frames.
  6. Know & use telephone color code standards.
  7. Terminate 100 pair and larger telephone cables.
  8. Terminate, test, & certify Category 6 data cables.
  9. Terminate, test, & certify Fiber Optics.
  10. Cross connect voice cables.
Systems/Equipment Installation and Maintenance
  1. Advanced installation, setup, and maintenance of Desktop Computer Systems.
  2. Advanced installation, setup, and maintenance of Computer Peripheral Equipment.
  3. Advanced telephone set installation and maintenance.
  4. Installation, programming, and maintenance of Two-way Radios.
  5. Installation, programming and maintenance of cellular phones.
  6. Installation and maintenance of security cameras.
  7. Installation and maintenance of mobile communications devices
  8. Installation, programming, and maintenance of DSU/CSU units.
  9. Basic installation, programming, and maintenance of hubs, routers, and switches.
  10. Basic-level PBX trouble shooting and maintenance.
  11. Understand & use all test equipment required to complete tasks.
Administrative & Record Keeping
  1. Keep work order status & work order time entry up to date.
  2. Keep assigned parts inventory up to date and accounted for.
  3. Follow industry and departmental standards for labeling and documenting cables, equipment, etc.
Project Management
  1. Develop project implementation plans and budget
  2. Coordinate internal and external resources during implementation of project with emphasis on keeping project on schedule and within budget.
  3. Develop reports and presentations.

Areas of Specialization (Project Leader in at least one of the following areas)
Telephony Systems
  1. Complete station level adds, moves, and changes.
  2. Add DISA codes as required.
  3. Setup and program Voice mail accounts.
  4. Dial Plan & Route management and programming.
  5. Maintain system backups and integrity.
  6. Develop and implement monitoring techniques to ensure efficient operation, avoid problems, and to plan for growth.
  7. Maintain inventory of systems.
  8. Initiate and manage upgrade and maintenance plans.
  9. Develop Departmental & enterprise standards as relates to Telephony implementation and usage.
  10. Provide expert analysis and decisions on functions associated with software and hardware configuration of the system(s).
Two-way Radio Systems 
  1. Manage FCC Registration and Licensing of frequencies and towers.
  2. Perform quarterly visual inspections of sites, towers, antennas, and tower lighting.Coordinate full inspections and maintenance as required.
  3. Develop standards and manage installations of mobile communications devices.
  4. Perform Astro 25 System Core, Network, and Site administration, maintenance, and performance monitoring as required.
  5. Develop and implement monitoring techniques to ensure efficient operation, avoid problems, and to plan for growth.
  6. Maintain inventory of systems.
  7. Initiate and manage upgrade and maintenance plans.
  8. Develop Departmental & enterprise standards as relates to Two-way Radio Systems implementation and usage.
  9. Provide expert analysis and decisions on functions associated with software and hardware configuration of the system(s).
Desktop Computer Systems
  1. Test and implement upgrades to Desktop applications and operating systems.
  2. Maintain network images of current desktop software.
  3. Add computers to network domain.
  4. Assign IP addresses to devices requiring static address.
  5. Keep other technicians up to date on current levels of software being installed.
  6. Develop and implement monitoring techniques to ensure efficient operation, avoid problems, and to plan for growth.
  7. Maintain inventory of systems.
  8. Initiate and manage upgrade and maintenance plans.
  9. Develop Departmental & enterprise standards as relates to Computer Desktop Systems implementation and usage.
  10. Provide expert analysis and decisions on functions associated with software and hardware configuration of the system(s).
Network Systems
  1. Advanced programming of Switches and Routers.
  2. Test and implement upgrades to network equipment operating systems.
  3. Maintain backup images of network equipment configurations and operating systems.
  4. Develop and manage network systems infrastructure including Fiber, T1s, etc.
  5. Develop and implement monitoring techniques to ensure efficient operation, avoid problems, and to plan for growth.
  6. Maintain inventory of systems
  7. Initiate and manage upgrade and maintenance plans.
  8. Develop Departmental & enterprise standards as relates to Network Systems implementation and usage.
  1. Should possess an associate's degree or Technical Certificate from a recognized college, university, or technical school in Communications, Electronics, Computer Science, Information Technology, or a closely related field. Or combination of education and experience equivalent to these requirements.
  2. Should have a minimum of two years' experience as a Communications Technician II in a multi-site distributed environment.
  3. Should possess A Certification or equivalent experience.
  4. Should possess Network Certification or equivalent experience
  5. Should possess training, certification, or equivalent experience in their area of specialization.
    1. Telephony Systems - Programming Siemen's HiCom Switches and Siemen's Voice mail.
    2. Two-way Radio Systems – Motorola Astro 25 IV&D System Networking, M-Core Overview, System Management Applications, and Systems Administrator Courses. Motorola APX CPS Radio Programming Course.
    3. Desktop Computer Systems - Microsoft MCP related to Desktop Operating Systems.
    4. Network Systems - CISCO CCNA.
  6. Must be willing to travel and stay overnight as required.
  7. Must be willing to attend additional training, skills development, and other self-improvement courses as deemed necessary by supervisor.
  1. Thorough knowledge of basic electronic diagnosis and repair.
  2. Good knowledge of two-way wireless communications systems.
  3. Thorough knowledge of premise wiring and fiber for voice and data communications..
  4. Thorough knowledge of outside plant wiring and fiber for voice and data communications.
  5. Thorough knowledge of station level Telephony equipment.
  6. Good knowledge of system level Telephony equipment and programming.
  7. Good knowledge of desktop computer systems and computer peripheral equipment.
  8. Good knowledge of computer operating systems and computer networks.
  9. Good knowledge of TCP/IP.
  10. Ability to plan and organize work in order to set priorities and meet deadlines.
  11. Ability to relate highly technical issues and respond to questions at a layman's level of understanding.
  12. Ability to communicate effectively, both orally and in writing.
  13. Ability to establish and maintain effective working relationships with department heads and other employees.
  14. Ability to supervise the work of others.
