Description
Basic Function :
Assist the Community / Area Manager and Maintenance Supervisor in daily oversight of the properties, to ensure a safe and habitable place to dwell. Assist in all duties related to the administration of the communities required. Responds to requests by the Area / Community Manager in a timely fashion. Maintains high standards of conduct following all policies and procedures outlined in the employee handbook.
Payroll :
Full - time position. Normally 8 : 00 AM - 4 : 30 PM Monday through Friday. Scheduled hours may be changed as required. Compensation is on an hourly basis, with performance and salary reviewed annually (typically in the second quarter).

Maintaining the Physical AssetEnsures all contractors insurance certificates are in placeNotify Maintenance Supervisor and Area / Community Manager of reported maintenance problemsMarketing and LeasingAssist Community manager in leasing units quickly and efficiently following approved occupancy guidelines (found in HUD 4350 handbook / RD 3560 and / or USDA Rural Development handbook and our tenant selection plan). Vacancies should be filled within 30 days from move-out (or less whenever possible).Maintain and update waiting list.Assist in preparation of advertising and marketing programs. Develop an outreach program to find good qualified residents.Conduct resident interviews and assist with or complete annual and or unscheduled recertification process.Maintain need and documented files in site office, pursuant to RD / LIHTC / and or HUD rules.Assist in performance of move-in, annual and move-out inspectionsImplement move-in and move-out procedure forms with Community / Area ManagerCoordinate preparation of vacant units with Maintenance Supervisor and Community / Area Manager based on move-in datesTenant ManagementRecord all service requests upon receiptMaintain work orders in software programTrain and educate residents on safety and compliance issuesMaintain capital needs metricProvide polite and helpful interaction with residentsAssist manager with lease violation notices, late rent noticesAssist with general correspondenceFinancial Reporting and ControlKeep a record of inventories - tools, equipment and suppliesPrepare purchase orders for Community Manager to approve, where required, once information is received from Maintenance Supervisor. If an emergency arises and Community Manager is not available, call Regional Property Manager / Vice President of Affordable Housing or Vice President of Baldwin for prior approval.Work with Maintenance Supervisor on securing bids for outside vendorsAdministrationEstablish work duties and prioritizeMaintain all maintenance forms and records according to maintenance planAssist Community Manager in performing her / his duties and fill in as required during absence of Community Manager
