Under the leadership of the Director of Operations and Administrative Services, the Educational Specialist II-Professional Learning is the lead and primary point of contact for professional development and technical assistance in the Office of Special Education. The Educational Specialist provides support and leadership in the development and implementation of professional learning opportunities for OSE staff and works collaboratively with partners across the district to identify areas for growth and create effective training programs to address these needs. By ensuring that OSE both provides and recieves high-quality professional learning opportunities, the Educational Specialist II Professional Learning helps to improve the professional practices of educators and leaders throughout City Schools, ultimately enhancing the learning outcomes of students.

Essential Functions

  • Serves as the point of contact for all professional learning activities originating in the Office of Special Education.
  • Partners across academic offices to ensure that professional development opportunities for general educators and special educators addresses our continuum of learners
  • Designs and supports high-quality professional development that supports all educators in learning how to meaningfully differentiate support, instruction, and classroom practices in order to meet the needs of diverse learners, particularly students with IEPs
  • Develops appropriate guidance on current best practices in professional learning and instructional design to guide OSE and district-wide professional learning
  • Ensure all professional learning offerings developed and supported align with City Schools' timelines and expectations for effective professional development.
  • Plans, organizes, and implements professional development programming for OSE staff to ensure the unit remains up to date with best practices in the field, relevant law and policy, and related skills and expertise.
  • Develops, implements, and monitors the professional learning session vetting process for OSE, inclusive of sessions for systemic professional development, leadership institutes, IEP Chair training, etc.
  • Stays up to date on current research in the field to ensure professional learning in support of students with disabilities is reflective of best practice and current research
  • Works collaboratively with staff in the Office of Achievement & Accountability, Chief of Schools Office, Teaching and Learning, and all other offices supporting professional learning.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies and the professional standards.

  • Master's degree in education, instructional design, or related field. Degree must be from an accredited college or institution.
  • Three years teaching experience, preferably with students with special needs.
  • Valid Maryland State Department of Education Advanced Professional Certificate.
  • Knowledge of federal and state legislation and guidelines governing the education of students with disabilities.
  • Excellent oral and written communication skills and interpersonal skills that encourage effective teambuilding.
  • Effective time management, organization, and leadership skills.
  • Ability to prepare resource materials and provide guidance and professional development to teachers and school-based staff.
  • Proficient in the knowledge and use of technical computer applications including Microsoft Office and Excel.
