Examples of Duties

DEFINITION OF RESPONSIBILITY:
Oversees, plans, directs and supervises prevailing wage and local hire program and its staff with knowledge of County, State and Federal wage and hour labor laws, industrial occupations classifications and wage scales, employment practices, or salary and wage administration practices.

EXAMPLES OF DUTIES:
(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the agency. This list is not inclusive. A position may require related duties not listed, if necessary, to accomplish the work of the agency.)


  • Skill in analyzing written/verbal information and numerical data and making decisions on issues based on interviews, records review, reconstruction of missing or fraudulent records and applying legal or regulatory provisions, precedents, and principles to specific investigative matters related to prevailing wage and local hire.
  • Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements.
  • Keeps abreast of Federal and State laws, rate tables, and other relevant information pertaining to prevailing wage. Possess knowledgeable leadership in the use of the County’s cloud solution (PRISM) that is used to manage the Prevailing Wage and Local Hire programs. Ensures complete understanding and full administration of the calculation of fringe benefits (e.g., life insurance, health insurance, pension, vacation, etc.) and review certified payrolls and appropriately addresses delinquent certified payrolls.
  • Strategize and oversee Management the implementation of Local Hire Workforce development
  • Represents the Department’s interests by attending meetings with senior management staff and other county officials for prevailing wage matters
  • Develops, interprets, and applies prevailing wage policies, procedures, and operating standards in determining compliance for an organization or government-based program.
  • Analyzing or applying labor legislation by reviewing and evaluating operations and procedures through analysis, audits, or surveillance inspections and obtaining compliance with appropriate Federal, State, or self-regulatory agency program requirements.
  • Applying investigative and prevailing wage compliance review methods, information sources and protocols specific to self-audit and certificate application reviews.
  • Develop the advancing of apprenticeship laws and related guidelines. Ensures apprenticeships are in adherence to with county and state laws. Confirms all appropriate apprenticeship registration with the Maryland Apprenticeship Council. Examines the appropriateness of any apprenticeship agreement.
  • Oversees accurate quality assurance of contractor and subcontractors’ payroll records. Ensures records reflect necessary information including signed time records, daily work records, completed payroll ledger/journals, fringe benefit records, etc. Systematically audits information and takes appropriate actions in consultation with the Contract Monitors.
  • Verifies the accuracy of job designs and the legitimacy of jobs subject to prevailing wage job classifications.
  • Oversees and maintains files containing all contractors’ and subcontractors’ payroll reports, affidavits, and related documents, to be available for public inspection and reference. Obtains all pertinent information and documentation from contractors and subcontractors required to complete projects.
  • Manages the accurate submissions of regular and annual reports, as necessary.
  • Writes and maintains related procedural manual, forms, and web information for prevailing wage and local hire.

Qualifications

Training and Experience:


  • Bachelor’s Degree in Business or Public Administration or related field from an accredited college or university.
  • Minimum of five years of experience in labor relations, government senior management and/or compliance management. Commercial construction knowledge is a plus.
  • An equivalent combination of education and experience may be substituted.
Knowledge, Skills, and Abilities:
  • Experience working with Prevailing Wage and Local Hire Law. Experience working with Davis Bacon Act is preferred.
  • Proven ability to work effectively in a fast-paced and fluid environment.
  • Thorough knowledge of Cloud-based wage management platforms and ability to manage input to payroll systems.
  • Experience in compliance management in a government setting.
  • Strong project management skills.
  • Intermediate skills using Microsoft Office (Outlook, Word, Excel and PowerPoint).
  • Strong interpersonal skills.
  • Ability to contribute to a collaborative team environment.
  • Highly effective communicator with ability to prepare and present clear and accurate information.
  • Ability to work across organizational units.
  • Ability to establish effective working relationships with co-workers, county staff, and IT consultants.
  • Ability to establish effective working relationships with vendors and sub-contractors.

Flexible Spending Accounts

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
