    TITLE: Fiscal Assistant II, Title IIA Grant TITLE CODE: K2926

    GRADE: 05/ESPBC, $ 24.13 - $ 40.45 (Hourly Base Pay Scale for Non-Exempt Office Professionals, Clerical, and Classified Employees Represented by ESPBC, 2024-2025 Effective July 1, 2024)

    REPORTS TO: Consulting Administrator, Fiscal Services

    DEFINITION: Under general supervision, performs a variety of responsible accounting-clerical duties in support of the Title IIA federal grant. Maintains accounting, budgetary, and fiscal records. Processes financial transactions. Performs other duties as assigned.

    EXAMPLES OF DUTIES:
    • Provides direct support and service to department and office heads who submit proposals and develop activities to access grant funds. Responds to inquiries from grant sponsors.
    • Works collaboratively with grant sponsors to develop activities inclusive of a needs assessment, plan for evaluation, along with supporting evidence.
    • Provides direct support and service to over 50 non-public schools who access grant funds through Baltimore County Public Schools (BCPS). Responds to inquiries from grant contacts.
    • Answers questions regarding allowable expenditures and remaining funds. Acts as a liaison to other departments, vendors, and outside agencies to provide guidance in accordance with grant policies and procedures.
    • Works collaboratively with the grant accountant and grant manager in submitting the Title IIA components of Every Student Succeeds Act (ESSA) strategic plan including the equitable services portion for Title IIA.
    • Communicates grant-related information to and from identified contacts at the Maryland State Department of Education.
    • Assists with program related meetings with content offices participating in the grant.
    • Tracks expenditures using Excel spreadsheets or Smartsheets to ensure grant compliance.
    • Generates, reviews and processes purchase orders, check requests, and cash remittances.
    • Records and monitors grant budget expenditures. Researches, gathers and prepares documents used in the grant budget request process.
    • Prepares budget projections of expenditures and required reports. Maintains accurate files of all expenditures.
    • Reconciles inquiries and/or detects problems regarding various transactions. Recommends and maintains appropriate control records.
    • Assists in the preparation, collection, and review of reports required for Time & Effort Certification compliance.
    • Compiles system-wide information for required reports and plans.
    • Performs the storage, retrieval and dissemination of information, data, files and documents pertaining to grant operations. Creates, organizes and maintains electronic and paper document filing systems. Performs the archival and disposal of files.
    • Provides ongoing consultation and support to offices in order to reconcile the spending of grant allocations. Provides a high-level of customer service.
    • Conducts training sessions with non-public school counterparts to share Title II updates, as needed.
    • Participates in internal and external audits.
    • Performs other duties as assigned.


    MINIMUM QUALIFICATIONS:
    Education, Training and Experience:
    • Possession of a high school diploma or an appropriate equivalent.
    • Four years of progressively responsible bookkeeping and/or account-clerk office experience.
    • Experience in federal grants preferred.
    • Experience in bookkeeping in a public-school setting is preferred.
    • Completion of two years (60 credits) of college level training in the fields of accounting, business management, or data processing is preferred.

    Knowledge, Skills, and Abilities:
    • Knowledge of the practices and procedures of accounting clerical work and bookkeeping. Knowledge of office practices and procedures. Proficient in the use of Microsoft Office and accounting applications.
    • Skill in performing accounting-clerical and bookkeeping duties. Skill in setting up and maintaining filing systems. Skill in gathering and compiling information and reports. Skill in composing correspondence and memoranda. Skill in operating personal computers and related office equipment. Attention to detail and excellent follow-up skills. Skill in creating and maintaining spreadsheets and Smartsheets, documents, logs and databases using appropriate software as designated by BCPS (e.g. CGI Advantage).
    • Ability to make decisions in accordance with established policies and procedures. Ability to exercise courtesy and good judgment in dealing with BCPS personnel, outside vendors, the general public, and non-public school administrators, teachers and employees. Ability to maintain confidential information. Ability to establish and maintain effective working relationships. Ability to communicate effectively both orally and in writing. Ability to work collaboratively and independently as needed.
    PHYSICAL AND ENVIRONMENTAL CONDITIONS:
    The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers.

    Pre-Employment Requirements:

    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • ?If you have military experience, you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • ?Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • ?Additional job verification will be required for salary credit.
