    CLASS TITLE: Foreperson Grounds - Fence

    TITLE CODE: J4203

    REPORTS TO: Supervisor, Grounds

    DEFINITION: Serves as a working Foreperson crew chief by leading, coordinating, overseeing, and participating in grounds operations, including the construction, fabrication, installation, repair and maintenance of fencing, guardrails, athletic equipment, play equipment, steel pipe items, and related objects.

    EXAMPLES OF DUTIES:

    Leads, coordinates, oversees, and participates in the installation, repair, and maintenance of fencing, guardrails, handrails, athletic equipment, play equipment, snowplows, steel pipe items, and related objects.

    Leads and participates in construction steel fabrication including welding and burning. Schedules and assigns staff as needed to perform work. Establishes work priorities. Recommends disciplinary actions.

    Ensures that projects are completed in a timely manner and in accordance with established procedures and standards. Interprets prints, drawings, and layouts. Estimates time, materials, and labor required for jobs.

    Orders materials and arranges for their delivery. Maintains records of payroll, equipment maintenance, generates work orders for equipment repair, and work performed. Prepares reports.

    Inspects finished work, assuring quality standards have been adhered to and that work has been performed expeditiously. Ensures compliance with safety rules and regulations.

    Maintains tools, equipment, and vehicles. Determines the tools and equipment necessary to complete projects and recommends acquisitions.

    Participates in the maintenance and repair of school and office grounds, athletic fields, and related facilities. Operates trucks, trailers, and heavy construction equipment.

    Leads and participates in snow removal activities as required. Shovels and removes snow from sidewalks, parking lots, and grounds. Operates a snowplow.

    May be required to assist Baltimore County Highways with snow and ice removal on public and residential streets.

    Performs other duties as assigned.

    MINIMUM QUALIFICATIONS:
    Education, Training and Experience:
    Possession of a high school diploma or an appropriate equivalent. Three years of progressively responsible experience in fence construction, steel fabrication, and welding. (Additional experience may be substituted on a year-for-year basis for the required education.)

    Licenses and Certificates:
    Possession of a valid commercial, class A Maryland driver's license or an equivalent is required. (The class A license may require endorsements and/or the absence of certain restrictions.)

    Possession of a valid welder certification from a recognized vocational or technical school program is required within one year of employment.

    Possession of a valid Federal Motor Carrier Medical Certification (DOT Physical Card) is required.

    Knowledge, Skills, and Abilities:
    Knowledge of the principles and practices of fence maintenance, construction, and repair.
    Knowledge of steel pipe and construction steel fabrication, including welding and burning.
    Knowledge of the tools and equipment used in fence construction and construction steel fabrication.
    Knowledge of the operation of commercial vehicles.

    Skill in performing manual, semi-skilled, and skilled labor in the maintenance, construction, and repair of fences. Skill in steel pipe work and construction steel fabrication, including welding and burning. Skill in the operation of tools and equipment. Skill in the operation of commercial vehicles.

    Ability to lead, coordinate, and oversee the work of a grounds crew. Ability to maintain records. Ability to prepare reports. Ability to use PC based programs such as Word and Excel.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS:
    The work of this class entails the performance of heavy physical labor. Work requires frequent walking, standing, crawling, climbing, kneeling, and lifting and carrying moderate to heavy objects. Duties require travel to sites throughout the county and require the use of coordinative and manipulative skills in the operation of vehicles, tools, and equipment. Work is performed in an outside environment and includes exposure to adverse weather conditions.


    CONDITIONS OF EMPLOYMENT:
    Persons appointed to this classification are designated as Essential Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency.

    Persons appointed to this class are designated as essential personnel and as such are required to work during emergency events, subject to call to duty, and may be required to work beyond their normally scheduled hours with little or no advanced notice.

    Requires independent travel to worksites throughout Baltimore County, including inclement weather days or other emergency situations when schools and/or offices are closed, weekends and holidays.

    Persons appointed to this class are required to maintain a valid commercial class A Maryland driver’s license (or appropriate equivalent). (The class A license may require endorsements and/or the absence of certain restrictions.) Employees who do not maintain the required license will be terminated.

    Persons appointed to this class must be physically qualified to operate a commercial motor vehicle in accordance with Federal Motor Carrier Safety Administration regulations and must remain physically qualified to operate such vehicles throughout their employment. Persons holding a commercial driver’s license (CDL) are subject to alcohol and drug testing in accordance with applicable state and federal regulations and Board of Education policy.

    GRADE: Grade 08 on the AFSCME Pay Scale

    SALARY: Hourly rates range from $23.80 to $35.86.

    FLSA: Non-exempt
    This position is eligible for overtime and/or compensatory time under FLSA.

    Pre-Employment Requirements:
    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $109.00.
    • An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Benefits session.
    • Additional job verification will be required for salary credit.
