DEFINITION : Assists in the planning, preparation, and instruction of courses and training for transportation employees, including new employee orientation, safety, and the use and operation of materials and equipment. Administers the Maryland Motor Vehicle (MVA) skills test to school bus drivers to obtain Commercial Driver's Licenses (CDL). Provides training to school bus drivers and attendants in the principles and practices of school bus operation, student transportation, and related matters. Assists in professional learning to meet all COMAR pre-service and in-service requirements for bus drivers and attendants. Works closely with supervisors to ensure processes and procedures are safe, efficient, and effective. Performs other duties as assigned.
EXAMPLES OF DUTIES :
Assists the Supervisor in developing, coordinating, and conducting training programs for transportation employees including determining frequency of course presentations, the duration of courses, prerequisites for attendance, class size, methods of instruction, reference materials, and course goals in compliance with COMAR.
Leads classroom and behind-the-wheel instruction and training to Baltimore County Public School bus drivers and attendants. Administers the Maryland Motor Vehicle Administration CDL skills test to school bus drivers.
Develops training in response to current industry standards and issues. Develops targeted training for individual drivers based on accident data.
Coordinates, schedules, and implements courses and training sessions. Arranges locations, instructor(s), resource personnel, and logistical support for courses and training.
Evaluates participants attending the course or session. Develops course evaluation tools for obtaining feedback and suggestions for future training.
Reviews new materials, equipment, and work methods in the transportation field and assesses their impact upon training programs.
Develops and maintains training operating manuals for school bus personnel. Responds to and provides on-site assistance at school bus accidents. Maintains training, accident, and related records.
Schedules and facilitates orientation programs for prospective school bus drivers and attendants.
Maintains all CDL testing records. Provides reports and abides by all regulations in accordance with the Maryland MVA Employer Testing Program.
Leads and administers school bus driver observations in accordance with COMAR regulations. Provides information to supervisory staff on evaluations for school bus personnel.
Leads instruction in rules, regulations, policies, and best practices regarding student transportation. Leads safety-related and defensive driving instruction and training. Ensures that safe, consistent, and effective process and procedures are implemented.
Serves as member of the Accident Review Committee.
Assists and coordinates activities between Baltimore County Public Schools and other local and state agencies.
Conducts safety and training meetings and individualized training throughout the county.
Proactively seeks and establishes focused trainings with schools targeted to bus teams serving students with special needs
Performs other duties as assigned.
MINIMUM QUALIFICATIONS :
Education, Training, and Experience :
Possession of a high school diploma or an appropriate equivalent. Six years of experience in the operation of a school bus to transport students. Two years' experience as a driver trainer.
College coursework in transportation, management or a related field is preferred.
Bus route dispatching, coordination, or supervision experience is preferred.

Licenses and Certificates :
Possession of a valid commercial driver's license (CDL) with proper endorsements for the operation of school buses.
Possession of a valid certification as a school bus driver in accordance with the Code of Maryland and Maryland State Department of Education regulations.
Possession of a Maryland State Department of Education Certificate to train school bus personnel.
Successful completion of Crisis Prevention Intervention (CPI) instructor coursework required within six months of employment.
Knowledge, Skills, and Abilities :
Knowledge of the principles and practices of driving a school bus. Knowledge of the principles and best practices of student transportation. Knowledge of Maryland Vehicle Law and Code of Maryland bylaws. Knowledge of transportation safety issues. Knowledge of training and instructional programs.
Skill in the operation of a school bus. Skill in transporting students. Skill in communicating effectively with students, parents, school administrators, and others. Skill in safety best practices.
Ability to provide classroom and behind-the-wheel instruction and training to Baltimore County Public School bus drivers and attendants. Ability to administer CDL skills test. Ability to develop and implement pre-service and in-service training programs.
Ability to instruct and demonstrate behavior management techniques in accordance with CPI practice.
PHYSICAL AND ENVIRONMENTAL CONDITIONS :
Work requires the operation of school buses, the transportation of students, and travel throughout Baltimore County and the state of Maryland. Work is conducted in classrooms, office, and outdoor settings.
CONDITIONS OF EMPLOYMENT :
Persons appointed to this class must possess certification requirements to operate a school bus in the state of Maryland in accordance with federal, state, and local regulations and must maintain these certification requirements throughout their employment.
Possession of a Maryland State Department of Education certification for driver instructor is required within six months of employment. Possession of a Maryland Motor Vehicle Administration certification to administer CDL field tests is required within three months of employment.
Persons appointed to this class must be physically qualified to drive a commercial motor vehicle in accordance with Federal Motor Carrier Safety Administration regulations and must remain physically qualified to operate such vehicles throughout their employment. Persons holding a commercial driver's license (CDL) are subject to alcohol and drug testing in accordance with applicable state and federal regulations and Board of Education policy.
GRADE : 10 on the AFSCME Pay Scale
SALARY : Hourly rates range from $27.81 - $41.96 per hour
