A Non-Merit vacancy exists in the Office of Law.   

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Under the general supervision of the County Attorney, or Deputy County Attorney, the Chief of Real Estate Compliance plans, supervises and administers land acquisition and disposition programs and policies.  

 Essential Job Functions

  • Establishes and implements programs and policies in the acquisition and sale of real properties. 
  • Plans, assigns, reviews and coordinates the work of a group of employees engaged in the preparation of right-of-way plats, the appraisal of real properties, the examination of property titles, and other activities pertaining to the acquisition and sale of real property. 
  • Supervises the attainment of right-of-way agreements and the acquisition of land for County use.  Administers the preparation of real property appraisal reports, deeds, titles, contracts, and other legal documents.  Inspects and approves right-of-way plats. 
  • Supervises negotiations and negotiates with property owners, real estate agents, corporations, and mortgage companies in the attainment of right-of-way agreements and the acquisition and sale of property. 
  • Advises developers, builders, engineers, attorneys and other County agencies of policies, standards, and procedures regarding right-of-way acquisitions. 
  • Supervises the keeping of records and the preparation of technical reports.  Assists in the preparation of budget and other fiscal reports. 

Examples of Other Duties

  • Represents the County at meetings and on boards and committees.  Speaks before civic and neighborhood groups regarding land acquisition matters.  
  • Performs other related duties as required.

Education and Qualifications

  • A law degree from an ABA accredited law school.
  • Admission to the Bar of the State of Maryland is required.

Minimum Qualifications

  • Graduation from an ABA accredited law school.
  • Licensed to practice law in the State of Maryland, or eligible to waive into the bar of the State of Maryland.
  • Fifteen (15) years of experience in legal, real estate, or engineering work directly related to land acquisition, four years of which were in a supervisory capacity.  

Knowledge, Skills and Abilities

  • Comprehensive knowledge of the laws, procedures, practices and techniques of land acquisition.  Comprehensive knowledge of the appraisal of real property, land use planning, zoning and property values.  Comprehensive knowledge of property outline surveys, land plats and legal documents pertaining to land acquisition.  Knowledge of supervision and management theories and methods. 
  • Skill in the interpretation and application of laws and codes.  Skill in property appraisal, title examination, and the attainment of right-of-way agreements.  Skill in negotiation.  Skill in working effectively with associates, property owners, the public and others.   Skill in the supervision of professional, technical and support staff. 
  • Ability to coordinate the work of the bureau with the general mission of the County and department.  Administrative and managerial ability. 

Knowledge, Skill and Abilities (Full Performance 

  • Knowledge of State and local laws and codes pertaining to real estate and land acquisition.  Knowledge of County and office rules, regulations, policies and procedures. 
  • Skill in the administration of the land acquisition program.  Skill in coordinating the work of the program with the general mission of the department and County.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.
