A vacancy exists in the Department of Public Works and Transportation, Bureau of Engineering and Construction.

DEFINITION OF RESPONSIBILITYUnder general supervision, serves as an estimator for various professional engineering projects. Provides cost estimating duties for major capital improvement projects.
EXAMPLES OF ESSENTIAL DUTIES
- Serves as estimator for various engineering projects.
- Supervises or leads professional and sub professional personnel.
- Reviews plans and specifications for various public improvement projects and assists in development of cost estimate for proposed work.
- Develops the budget impacts resulting from Requests for Information, plan revisions, and drawing and/or material substitutions for various construction projects.
- Reviews submitted Time and Material invoices or On-Call estimates for cost effectiveness.
- Maintains a catalog of historical commodity costs to assist in tracking and evaluation of construction budgets.
- Reviews plans, specifications and cost estimates for various engineering projects.
- Reviews storm water management plans, sediment control plans, and other environmental reports.
- Evaluates current commodities and makes recommendations on improvements to item descriptions, units, or terms of payment.
- Assists in the review and resolution of change orders, claims, or other construction related issues.
- May help represent the County during claims hearings and/or appeals associated with capital projects.
- Reviews Engineer’s Estimates for completeness prior to project advertisement.
- Reviews received bids to canvass for unbalanced bid items or other potential inaccuracies.
- May act as a spokesperson in right-of-way condemnation cases or act as a witness in other judicial proceedings.
- Performs other related duties as required.

PLUS
Four years' current field or office engineering experience.
Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
OR
Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America, plus four years' current field or office engineering experience.
Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland Driver's license may be required for some positions at the time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.
