- Supervises a complex financial operational unit consisting of several separate functions.
- Coordinates the unit's work with other units, agencies and financial institutions.
- Researches, develops and implements policies and procedures for the unit to accomplish agency programs and directives.
- Coordinates several functions within the unit.
- Assists in the short and long range planning of programs and systems.
- Develops and directs the operation of computerized record-keeping and reporting systems.
- Analyzes and interprets new legislation and regulations and develops procedures to enforce them.
- Serves as agency liaison with other agencies, organizations and groups.
- Performs or directs technical, operational and financial studies and prepares detailed reports.
- May receive, investigate and resolve difficult technical inquiries, requests and complaints.
- Composes substantive correspondence for the agency head's signature.
- Participates in the preparation of the agency budget.

At least four years' experience in financial operations supervision or complex financial administrative management.
(Additional education in the fields listed above may be substituted for the required experience on a year for year basis up to a maximum of two years. Additional experience in the areas listed above may be substituted for the required education on a year for year basis up to four years.)
Knowledge, Skills, and Abilities:
Thorough knowledge of the principles and practices of public financial administration. Thorough knowledge of modern office practices, procedures, and systems. Thorough knowledge of computerized record-keeping systems. Good knowledge of governmental budgeting principles and practices.
Ability to adapt accounting collection procedures to computerized operations. Ability to understand and interpret Baltimore County rules and regulations, and policies and procedures. Ability to analyze complex budgetary, financial, statistical, and other data, draw conclusions, and derive solutions to a variety of management problems. Ability to formulate, interpret, and administer policy. Ability to plan and coordinate the activities of a large operational unit. Ability to plan, assign, review and supervise the work of others. Ability to make concise and effective written and oral reports and presentations. Ability to establish and maintain effective working relationships with associates, subordinates, public officials, and the general public.
