A Non-Merit vacancy exists in the Department of Housing and Community Development. 

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Definition of Responsibility
The Housing Development Project Manager performs strategic coordination, and professional administrative work related to the oversight of residential and mixed-use development projects to support County housing production initiatives.

This position plays a pivotal role in liaising between internal and external stakeholders to foster seamless communication and effective collaboration while analyzing and navigating financial and technical components and compliance matters to support the private sector in producing affordable, workforce, accessible, and market rate housing to meet Baltimore County’s growing needs.

This position will manage a substantial portion of the lifecycle of County-supported housing development, from initial proposals to predevelopment, and will work with Housing Finance staff to coordinate timely movement through underwriting, construction, completion and conversion.
The position reports to, and is under the supervision of the DHCD Director.


Essential Duties
  • Manage attainable housing projects, including mixed-income and/or mixed use projects with commercial and community facility components, financed with a variety of tools including Low Income Housing Tax Credits, County subsidized loans from the Housing Opportunities Fund, Payment in Lieu of Taxes (PILOT) agreements, disposition of County owned land, New Markets Tax credits, etc.
  •  Manage a portfolio of projects from initial proposals to predevelopment through construction, completion and conversion. Negotiate contracts with suppliers and contractors, managing risks associated with the project, and resolving any issues that may arise during the development process.
  •  Monitor and track all aspects of projects and serve as the liaison to other County agencies (Planning, PAI, DEPS, Executive Office, Communications, etc.), external partners, including for-profit and non-profit developers, banks, tax credit syndicators, investors, other government agencies and elected officials where appropriate; must ensure timely completion of tasks and communicate status and outcomes and prioritize customer satisfaction.
  • Set comprehensive goals, monitor progress, perform troubleshooting duties, technical assistance, and meet deadlines for projects in various stages of the housing production pipeline, including activities related to ensure performance and compliance with the County’s Voluntary Compliance Agreement. (VCA).
  • Actively participates in initiating and conducting outreach to the development community and partners. Develops and maintains relationships with current and potentially new development customers. This is done by providing program information to interested parties, providing technical assistance to developers in the project development phase, and being responsive, accurate, professional, and timely in all interactions with potential customers. This may also involve seeking out new customers through networking and industry connections to ensure a development pipeline that will meet the goals of the agency.
  • Represent DHCD to stakeholders and the general public. Strategizes and plans outreach to garner community support for projects. Attend and participate in community and government agency meetings as needed.
  • Collaborate with the DHCD division of the Office of Housing (PHA) when Project Based Vouchers will be assigned to a new development project. Assist with lease-up or other asset management issues as appropriate.
  • Collaborate with DHCD division of Policy and Strategic Initiatives division to provide input on legislative and policy changes which may impact the production of affordable housing projects in Baltimore County.
  • Performs comprehensive analysis and underwriting of prospective multifamily and single-family housing developments seeking debt financing according to DHCD policies. Applies analysis of financial, risk, and technical underwriting practices and policies to pipeline.
  • Support the issuance of Requests for Applications (RFA). Ensure the financial feasibility reviews of RFA responses are completed in a timely fashion and summarize recommendations to senior staff.
  • Prepare and maintain correspondence, documents, reports, files and participates in special projects as assigned. Prepares written and audiovisual materials as needed for meetings, trainings and other events. May need to deliver occasional instruction-led training to groups of stakeholders, as needed.
  • Work with department management team to implement department-wide strategies, plans and procedures including the department’s Standard Operating Procedure policies and practices in accordance with County policies, procedures and federal, state and local laws.
  • Research and assist in securing funding sources to support predevelopment, construction and permanent loan phases for development if needed. Assists developers in coordinating closings
  • Must ensure confidentiality and discretion at all times.
  • Must be able to make and communicate sound funding and project recommendations.
Examples of Other Duties
  • May complete research projects.
  • May serve as housing referral agent on land development applications and serve on interdepartmental teams addressing housing issues.
  • May collaborate with DHCD division of Policy and Strategic Initiatives division to provide input on legislative and policy changes which may impact the production of affordable housing projects in Baltimore County.
  • May represent the department at hearings or other official proceedings, meetings and conferences, or on committees or make presentations to the Board of Supervisors.
  • Performs other related duties as assigned.

Required Qualifications
Bachelor's degree, preferably in Housing Finance, Real Estate Development, Urban and Regional Planning, Community Development, Business management, Public administration or other related fields

Plus

Four years of direct professional experience in project management with focus on housing programs and/or single family, multi-family developments with demonstrated knowledge of construction, architecture, engineering, or general building principles.

Preferred Experience
Experience in housing policy, housing reform, or related legislature.

Knowledge, Skills, and Abilities (Entry Level):

  • Knowledge of principles of public administration.

  • Knowledge of real estate market and housing industry to make informed decisions regarding property development and management.

  • Experience analyzing housing and mortgage data (HMDA Data). Experience utilizing data analysis to drive strategic decisions.

  •  Financial acumen to manage budgets, financial reports, and assess the profitability of projects.

  • Skill in utilizing and developing complex Excel spreadsheets and presentation software.

  • Ability to understand and apply Baltimore County personnel law, rules and regulations, policies and, procedures, and memoranda of understanding.

  • Ability to develop materials for training, public presentation and curriculum from determined objectives and public speaking.

  •  Interpersonal and communication skills for building and maintaining relationships with community members, clients, and team members.

  • Skill in negotiation in order to liaise with vendors, contractors, and potential buyers or tenants.

  • Skill in creative problem solving with an attention to detail.

  • Ability to meet deadlines and manage multiple projects in a timely manner, particularly those involving intra-departmental and inter-departmental collaboration,

  • Ability to handle confidential material with discretion.

EXAMINATION PROCEDURE

Physical and Environmental Conditions
The work of this classification is essentially sedentary but may include the operation of office equipment and occasional walking, standing, or other limited physical activities.

This position may travel between work sites, office locations, or to other places of business.

Must be willing and able to work flexible hours including some nights and weekends.
