Under the direction of the senior leadership team, administers the County's Labor and Employee Relations (ELR) program in conformance with Federal and State laws and applicable County rules and policies; and assists with oversight of the daily functions. Handles employee investigations, ADA accommodations, FMLA administration and EAP referrals.
- Assists ELR Division Chief in performing complex, technical and administrative tasks in the fields of labor and employee relations and human resources.
- Assists departments in the interpretation and application of laws, rules, regulations, policies and procedures and memorandum of understandings.
- Drafts correspondence, reports and documents; Conducts research on various labor relations or human resources issues.
- Analyze employee and labor relations documents; Assists with identifying areas of compliance vulnerability; Anticipates and mitigates potential compliance risks and challenges. Develops short- and long-term goals to avert risks in partnership with the Office of Law.
- Coordinates with management in providing a variety of employee developmental programs including but not limited to mandatory training programs; Manages the Employee Assistance Program.
- Facilitates FMLA review and approval process, and coordinates with employees to ensure submittals are complete; works with HR Liaisons to ensure FMLA is administered appropriately according to law.
- Engages in Interactive Process for ADA accommodations with employee, managers, HR liaisons, and other impacted parties to ensure the process is adhered to according to law and standards.
- Conducts thorough, professional and effective interviews with individuals accused of violations, witnesses and reporting parties to gather critical facts for informed decision-making.
- Prepares investigation plans and interview questions by analyzing complaints, identifying key issues, potential witnesses and necessary documentation.
- Foster and maintains professional working relationships with Department Heads and HR Liaisons across the county to facilitate collaborative recommendations on investigation outcomes.
- Manages and prioritizes caseloads that includes both administrative tasks and coaching responsibilities.
- Conducts site visit(s) to the complainant's place of employment, if appropriate, as determined by circumstances.
- Analyzes all the gathered information in order to prepare the Workplace Investigation Report and the Conclusion & Recommendation Report.
- Performs related work as assigned.
Required Qualifications
Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology
plus
two years' professional experience in human resources administration.
(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
Knowledge, Skills and Abilities
- Knowledge of the County's labor and employee relations; Knowledge of human resources practices, procedures and methods including the bargaining units representing employees of the County.
- Considerable knowledge of the Rules & Regulations of the County's Personnel Management System with emphasis on interpretation and application.
- Ability to exercise sound judgment in analyzing facts and arriving at conclusions for recommending action.
- Ability to set up and manipulate spreadsheets using one or more electronic spreadsheet software programs.
- Ability to express oneself and document events effectively and accurately, both orally and in writing with particular emphasis in responding to grievances.
- Ability to maintain effective working relationships with employees at all levels of the organization, Union Officers and representatives, and others with whom the Division comes in contact in the performance of its work.

The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
