A vacancy exists in the Department of Corrections.

Proof of license(s), certification(s), and/or education must be submitted with each application.Under direction, plans, directs, and supervises a major division of the Office of Human Resources. 
  • Plans, directs, and supervises the human resources functions and programs of assigned division, such as classification, compensation, applicant processing, test development and administration, training, unemployment cost control, and records administration.
  • Formulates policies and procedures for implementation and administration of programs and functions.  
  • Directs and participates in studies of human resources functions and long range program planning.  
  • Interprets laws, codes, and regulations applicable to County human resources administration.
  • Plans, coordinates, and supervises employees in one or more units within the division.
  • Assigns, reviews, and evaluates the work of professional and support staff.
  • Coordinates division activities with other divisions, government agencies, employees, and other private and public organizations. 
  • Represents the division and/or Department in meetings, hearings, or on inter-agency/jurisdictional committees. 
EXAMPLES OF OTHER DUTIES
  • Presents testimony at hearings, County Council meetings, or other official proceedings.
  • Performs other related duties as required.

Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology. 

Plus 

Six years' professional experience in human resources administration.  

(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.  Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.) Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA). If a strong candidate (as determined by the Department Head and Director of Human Resources) does not have a current HR certification, but does possess a Human Resources degree, they may still be considered with the understanding that an HR certification must be obtained within 6 months.

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
