Job Purpose
Under direction, performs professional administrative and managerial fiscal, administrative, and analytical duties. Supervises professional staff.
Essential Job Duties
- Plans, develops, and directs various agency programs, initiatives, and projects.
- Develops, implements, and evaluates program and project goals, objectives, and procedures.
- Directs professional and administrative staff.
- Evaluates the effectiveness of programs and projects.
- Coordinates the work of the program with the work of others within and outside the agency.
- Serves as an aide to the department head, deputy department head, and other agency management staff.
- Provides advice, consultation, and guidance regarding agency operations.
- Evaluates agency methods, policies, systems, procedures, and techniques.
- Develops, implements, and administers policies, procedures, and controls.
- Manages the preparation, execution, and control of large and complex operating, capital and grant budgets.
- Supervises the analysis of revenues, and other fiscal and budgetary data.
- Supervises the preparation of budget requests, justifications, and other fiscal documents.
- Formulates budget proposals.
- Supervises the preparation and evaluation of quarterly and annual budget projections. Supervises participation in various grant programs and contractual agreements with private firms.
- Develops and drafts legislation.
- Studies and analyzes fiscal, informational, operational, and management issues.
- Collects, compiles, and analyzes data.
- Researches and prepares reports of a variety of organizational topics.
- Serves as a liaison with other agencies and programs.
- Represents the department at meetings, conferences, and seminars.
Performs other related duties as required.

At least six years' experience performing professional fiscal, administrative, and analytical duties, two years of which were in a supervisory capacity.
(Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis for the non-supervisory experience.)

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
