A Non-Merit vacancy exists in the Department of Health and Human Services, Bureau of Community Health Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Proof of licenses, certifications, and/or education must be submitted with each application.Under general supervision, performs comprehensive clerical work in support of a County program or agency.

Examples of Primary Duties:
  • Reviews, prepares, and processes records, forms, applications, and similar documents according to appropriate laws, rules, regulations, policies, or procedures. 
  • Reviews and processes applications, and issues licenses and permits for building, plumbing, electrical and other related development or improvement projects.
  • Processes applications for permits for public gatherings, firearms registration, amusement concessions, and various other public activities requiring permits or licenses. 
  • Reviews and processes criminal justice documents and records which may include citations, warrants, and summonses.
  • Retrieves, edits, and releases sensitive and confidential information according to established guidelines and procedures.
  • Updates and maintains automated inventory systems. Prepares work orders, requisitions, vouchers, and other standard office forms.
  • Codes, enters, and retrieves information using data entry devices.
  • Operates office machinery, such as mimeograph machines, photocopiers, fax machines, and calculators.
  • Updates and maintains filing systems, lists, log books and rosters.
  • Answers routine inquiries from the public, or directs inquiries to proper agency.

Examples of Other Duties:
  • Collects and compiles technical data and prepares summary statistics. 
  • Performs occasional light typing or word processing. 
  • Performs other related duties as assigned.

Possession of a high school diploma or an appropriate high school equivalency
plus
one year's general clerical experience.

(Additional experience as described in the essential duties may be substituted on a year-for-year basis for the required education. Additional education may be substituted on a year-for-year basis for the required experience.)

Knowledge, Skills, and Abilities (Entry Level):
  • Knowledge of office procedures and filing systems.
  • Skill in operation of office machinery as listed in essential duties. 
  • Ability to communicate orally. 
  • Ability to read and comprehend simple instructions and documents. 
  • Ability to answer routine inquiries and to properly direct visitors, mail, or telephone calls. 
  • Ability to maintain files. 
  • Ability to follow County and departmental rules and regulations. 
  • Ability to learn automated office systems. 
  • Ability to follow directions. 
  • Ability to establish and maintain effective working relationships.
 
 Knowledge, Skills, and Abilities (Full Performance):
  • Knowledge of County rules and departmental regulations and procedures.
  • Skill in operation of automated office systems.
  • Ability to process information according to established guidelines. Ability to effectively deal with the public.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.


Physical and Environmental Conditions
The work among positions in this class varies, but most often involves frequent walking and standing, some lifting and carrying of objects of moderate weight. 

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
