A Non-Merit vacancy exists in the Department of Public Works and Transportation, Metropolitan District Financing and Petitions office.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Proof of licenses, certifications, and/or education must be submitted with each application.Baltimore County Department of Public Works and Transportation (DPW&T) is seeking to fill a Project Manager vacancy currently in the Metropolitan District Financing & Petitions (Metro Finance) office. Metro Finance is the second largest revenue producer for Baltimore County; this Project Manager would be directly supporting and coordinating special projects for the Director of DPW&T and the Chief of Metro Finance while reporting directly to the Project Coordinator.

The Project Manager will oversee some of the Metropolitan District operational projects. This includes managing health and petition projects and special projects assigned by the Project Coordinator and the Chief of the Metropolitan District. The Project Manager will also assist with inter and intra-departmental business analytics, quality assurance, and process mapping.

Essential Job Duties:
  • Facilitates, coordinates, and guides special projects. 
  • Creates business process maps for documentation and knowledge transfer
  • Receives and investigates inquiries from property owners and other customers and assists them with questions and concerns.
  • Assists with internal audits and quality assurance.
  • Organizes, manages and conducts research into solutions and best practices in order to facilitate decision making for DPW&T Senior Management.
  • Conducts fee assessment calculations based on property footage.
  • Assists in the development of needs assessments and requirements. 
  • Provides subject matter expertise and support for projects and programs within DPW&T.
  • Assists with defining deliverables, estimates, project scope, and project risks 
  • Performs other related duties as required.

Graduation from an accredited college or university with a bachelor’s degree in Business or Public Administration, Engineering, Computer Science, Communications or a related field.
 
Experience
Minimum three years’ experience in project management. (Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Knowledge, Skills, and Abilities (Entry-level):
  • Knowledge of techniques for financial analysis.
  • Skilled in written and verbal communication. Skill in performing mathematical calculations. 
  • Skilled in the preparation of reports, correspondence, and other documents. 
  • Skilled in business analytics, process mapping, and knowledge transfer documentation
  • Ability to establish and maintain effective working relationships. 
  • Proficient in the use of spreadsheets and databases.
Knowledge, Skills, and Abilities (Full Performance):
 
  • Knowledge of industry practice standards for developing project schedules.
  • Knowledge of the role of project management within project lifecycles. 
  • Knowledge of computer systems and technologies necessary to support DPWT operations. 
  • Knowledge of the methods used in computing water and sewer service assessments.
  • Skilled in delivering customer service-centered project management. 
  • Skill in collaborating and communicating with stakeholders from all levels of an organization. 
  • Ability to manage multiple tasks and projects concurrently. 
  • Ability to assess and report project issues and risks. 
  • Ability to learn and interpret codes, regulations, and standards. 
  • Ability to execute, monitor, and control operational projects within established time frames. 
  • Ability to establish and maintain effective working relationships with senior DPW&T management. 
  • Ability to coordinate the work of a team with the work of other units within DPW&T. 
  • Ability to prepare administrative reports and project updates for DPW&T management.
Licenses or Certificates
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Possession of a bachelor’s degree in Business or Public Administration, Engineering, Computer Science, Communications or a related field is required at the time of application

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.


CONDITIONS OF EMPLOYMENT:
Incumbents must be of good moral character and emotionally stable.
Work an average scheduled work week of 34 hours, Monday through Friday.
Occasional travel within Baltimore County for work and training
