A vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services.

Under direction, plans, develops, organizes, directs, and controls the public health   grants, programs and services of the Cancer Program. 

Examples of Essential Duties

  • Assists in the development, implementation, and assessment of public health programs, policies, and procedures. 

  • Plans, coordinates, and directs all cancer prevention, diagnosis and treatment programs, including the supervision of professional nursing, other clinical staff and other administrative staff.

  • Assists in the recruitment, selection, and assignment of nursing and other staff. Plans, develops, and implements training and orientation programs.

  • Provides advice and consultation to professional staff and agency management regarding public health programs and activities related to cancer.

  • Assists in the planning and preparation of operating and grant budgets. Supports contract initiation, negotiation and provider credentialing. 

  • Directs Program medical billing and the preparation and maintenance of records, reports, statistics, and related correspondence. 

  • Establishes and maintains working relationships with officials and professional staff of other agencies and institutions.

  • Represents the Department on various boards, committees, and commissions.

  • Performs other related duties as required.

Graduation from a recognized college or university with a bachelor's degree in nursing, plus five years' public health nursing experience, two years of which were in a supervisory capacity. (Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis for the required non-supervisory experience.)

Graduation from a recognized college or university with an associate in arts degree in nursing, plus seven years' public health nursing experience, two years of which were in a supervisory capacity. (Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis for the required non-supervisory experience.)

Graduation from an accredited diploma school of nursing, plus six years' public health nursing experience, two years of which were in a supervisory capacity. (Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis for the required non-supervisory experience.)
 
Knowledge, Skills, and Abilities (Entry Level)
Thorough knowledge of nursing principles, practices, procedures, medical billing and methods. Thorough knowledge of public health nursing. Thorough knowledge of the principles and practices of supervising public health programs and staff. Knowledge of current health issues and trends.
 
Skill in the performance of public health nursing services. Skill in supervising health care providers. Skill in the drafting of reports, correspondence, and other documents.
 
Ability to effectively administer programs, grants, and budgets. Ability to understand, interpret, and apply federal and state regulations. Ability to use a computer and computer software packages.
 
Knowledge, Skills, and Abilities (Full Performance)
Knowledge of County and departmental rules, regulations, policies, and procedures. Knowledge of programs and services provided by the County and other health care providers.
 
Skill in the administration of programs, grants, and budgets. Skill in the development and assessment of public health programs. Skills in the understanding of basic contract initiation, negotiation and professional credentialing. 
 
Licenses and Certificates: Possession of a valid license to practice as a professional registered nurse, issued by the Maryland State Board of Examiners of Nurses is required at the time of appointment. Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Applicants are required to submit proof of education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Proof of license(s) certifications, and/or education must be submitted with each application.

Applicants who have obtained a degree from outside the United States of America are required to submit degree equivalence documentation from World Education Services, Inc.  (www.WES.org)

EXAMINATION PROCEDURE
Qualified applicants will be assigned a rating based on an evaluation of their training and experience as submitted on their application and supplemental questionnaire. Applicants are advised to state the dates, duties, and responsibilities of past and present experience clearly and completely for evaluation purposes.

Physical and Environmental Conditions
The work of this classification may include the performance of physical activities such as walking, standing, and lifting, the operation of medical equipment and instruments, and travel throughout the County. Duties may expose incumbents to various bio-medical hazards.


Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
