Pay Schedule I, Grade 26, Regular Schedule:  35 hours per week.

A vacancy exists in the Department of Recreation and Parks for Recreation Activity Center Coordinator.

A list of eligible applicants will be established based on the examination as outlined below.

Under general supervision, manages the operations of a recreation activity center. Supervises the educational and recreational programming for at-risk youth in a recreation activity center. Evaluates, monitors and screens clients. Makes referrals to other agencies or professionals.

Essential Job Duties
  • Manages the daily operations of a recreation activity center.
  • Supervises and trains staff.
  • Oversees, plans and schedules a diversified program of activities and services for recreation activity centers participants.
  • Supervises recreation and education activities designed to meet the needs of at-risk youth primarily between the ages of seven and seventeen.
  • Interviews recreation activity center participants to assess needs.
  • Determines need to refer recreation activity center participants to licensed professionals.
  • Evaluates and monitors recreation activity center participants.
  • Follows up on referrals.
  • Acts as a liaison between other agencies and recreation activity center participants.
  • Conducts educational, prevention and recreational programs and activities for at-risk youth.
  • Prepares statistical and analytical reports of recreation activity center programs and services.
  • Responds to inquiries concerning recreation activity center programs and services.
  • Meets with social and civic organizations within the community.
Examples of Other Duties
May lead and instruct volunteers and other workers at recreation activity centers.
Performs other related duties as required.

Graduation from an accredited college or university with a bachelor’s degree in recreation and parks, social or behavioral science, public administration or education.

Experience as described in Examples of Essential Job Duties may be substituted on a year-for-year basis up to a maximum of two years for the required education.

Knowledge, Skills and Abilities (Entry Level)
  • Knowledge of the theory and principles of adolescent development, alcohol and drug abuse and problems related to socioeconomic factors. 
  • Knowledge of the objectives and theory of neighborhood recreation programs. Knowledge of diagnostic assessment and basic treatment planning. 
  • Knowledge of individual, group and family counseling techniques. 
  • Basic knowledge of community, human and social services assistance programs.
  • Writing skills necessary to complete case histories, forms and reports. 
  • Good interpersonal skills.
  • Ability to organize and schedule a variety of recreation programs directed toward at-risk youth.
  • Ability to conduct educational programs for the community.
  • Ability to conduct individual assessment interviews. 
  • Ability to formulate a basic treatment plan based on assessment interviews.
  • Ability to make appropriate referrals.
  • Ability to appropriately handle hostile individuals and individuals experiencing a crisis. Ability to understand the rules and procedures of law enforcement and the criminal justice system.
  • Ability to interpret federal, state and local guidelines, procedures and regulations for human services professionals.
Knowledge, Skills and Abilities (Full Performance)
  • Knowledge of the principles of law enforcement and the criminal justice system.
  • Knowledge of community resources and support groups available to participants.
  • Knowledge and understanding of applicable federal, state and local guidelines, procedures and regulations, including those of the criminal justice system. 
  • Knowledge of County and departmental policies, procedures, regulations and rules.
  • Knowledge of CPR and first aid.
  • Skill in organizing and scheduling a variety of recreation programs directed toward at-risk youth. Skill in conducting educational programs for the community. 
  • Skill in conducting individual assessment interviews.
  • Skill in formulating basic treatment plans based on assessment interviews. 
  • Skill in making appropriate referrals. 
  • Skill in handling hostile individuals and individuals experiencing a crisis.
  • Skill in interpreting federal, state and local guidelines, procedures and regulations for human services professionals. 
  • Skill in administering CPR and first aid.
  • Ability to assist in the development of complex or comprehensive treatment plans.
  • Ability to lead and instruct volunteers and workers at recreation activity centers.
  • Ability to administer CPR and first aid.
Preferred Qualifications
Possession of valid CPR and first aid certifications
Possession of valid ServSafe Food Handler certification
Experience implementing and leading Esports programming
Familiarity with popular Esports platforms and games
Ability to organize and manage Esports tournaments

Licenses and Certificates
  • Possession of a valid driver’s license equivalent to a noncommercial, class C
  • Possession of valid CPR and first aid certifications
  • Possession of valid ServSafe Food Handler certification which must be earned during the first 10 months of employment
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of education to meet the required and preferred qualifications of the position. Diplomas or transcript must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.  Proof of professional licenses, certifications, and/or education must be submitted with each application.  

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Physical and Environmental Conditions
The work of this classification entails frequent standing, walking and other physical activities; administering CPR and first aid; and handling and serving food to participants of recreation activity center programs.

Employees in this classification may be assigned to work evenings, holidays, nights and weekends as needed.

Employees in this classification must maintain a valid CPR and first aid certifications throughout employment.

Employees in this classification must obtain a valid ServSafe Food Handler certification within 10 months of appointment.  

Possession of a valid driver’s license and reliable transportation are required at the time of appointment.

The work of this classification entails travel to recreation and parks sites, facilities and meetings throughout the County.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
