Pay Schedule I, Grade 32. Regular Schedule:  35 hours per week.

Several vacancies exist in the Department of Health and Human Services, Bureau of Behavioral Health, Community Supports Partnership Team.

Job Purpose
Under general supervision, will primarily be responsible for collaborating with other human service agencies, monitoring budgets and grant expenditures, working with providers, monitoring contracts for performance and compliance, supporting the preparation of grant proposals and reporting on service/program/initiative implementation; which includes a multi-tiered system of supports.

Essential Job Duties
  • Reaching out to community organizations, groups and agencies (ex. schools, nonprofits, businesses, and pediatricians, primary care clinics) to inform about how to engage with/utilize the Community Supports Partnership framework.
  • Supporting the preparation grant proposals and Requests for Proposals pertaining to the services/programming/initiatives.
  • Preparing internal and external reports for outcomes and performance.
  • Understanding legislation pertaining to the services/programming/initiatives.
  • Ensuring implementation/utilization of information systems for services/programming/initiatives.
  • Representing the Team in interagency meetings, committees and conferences.
  • Ensuring daily operation of services/programming/initiatives for the Community Support Partnership Team in the Bureau of Bureau of Behavioral Health.
  • Preparing and delivering public and in-service educational opportunities.
  • Preparing and delivering community presentations concerning Community Supports Partnership resources and Baltimore County behavioral health resources.
  • Supporting a coordinated response to any critical incidents/events impacting a local public school.

Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education
Plus
Two years' experience rendering professional social work services.

(Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for-year basis, up to a maximum of one year for the required experience.)

Preferred Qualifications
At least two years' experience providing counseling services
Experience in providing training
Demonstrated ability to work with multiple groups and organizations in a collaborative manner
Excellent written and verbal communication skills

Information for Testing Special Skills or Qualifications: 
  • Must have knowledge of mental health diagnoses, substance use disorders and the Public Behavioral Health Service system. 
  • Must have experience providing training. 
  • Must be detail oriented and able to work independently and manage a variety of tasks. 
  • Must have experience navigating state and local government relationships related to large system partnerships. 
  • Preferred experience navigating partnerships with Local Education Agencies/large systems of care. 
  • Preferred experience with monitoring budgets and fiscal oversight of programs, preparing and responding to grants and Request for Proposals, and writing reports related to program performance and outcomes. 
  • Preferred training in/knowledge of the Collective Impact Model.

Knowledge, Skills, and Abilities
  • Knowledge of the principles, practices, and theories of social work and human behavior. 
  • Knowledge of the diagnosis, treatment, and management of social, emotional, and mental dysfunctions. 
  • Knowledge of current social, economic, and health problems. 
  • Knowledge of individual, family, and group therapy dynamics and techniques. Knowledge of social work programs, and program evaluation methods.
  • Knowledge of alternate and additional resources for clients/patients.
  • Skill in applying social work theories and principles to individuals in a social work program. 
  • Skill in the development of effective treatment or service programs for individuals and their families and in providing crisis intervention. 
  • Skill in leading goal-oriented and long term individual, family, and group counseling or therapy sessions. 
  • Skill in interpreting and applying Federal, State, and local guidelines, regulations, and procedures.
  • Skill in preparing accurate and complete, forms, case histories, and reports.
  • Skill in establishing rapport with clients/patients. 
  • Good interpersonal skills.
  • Ability to establish effective working relationships with all contacts.
  • Ability to assist in the evaluation of programs and services. 
  • Ability to instruct and to set standards for assigned program and services.
  • Ability to review and coordinate the work of others. 
Licenses and Certificates
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application.  Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Workers at the time of application.  

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment

Applicants are required to submit proof of licenses, certifications, and education beyond high school to meet the required qualifications of the position. Diplomas or transcript must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of the training and experience as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation.

Some positions may require satisfactory completion of County sponsored CPR and First Aid training.

Employees must maintain licenses and certifications throughout the course of their employment.

Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.  

Some positions require employees to complete an approved training program and must pass a competency test by the second training available after appointment to this classification.

Physical and Environmental Conditions
The work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities. Some positions within this classification require traveling between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks
