Definition of Responsibilities
The Social Worker II will be responsible for collaborating with other human service agencies, assist with monitoring budgets and grant expenditures, working with providers, monitoring contracts for performance and compliance, completing site visits and reviewing clinical charts, assisting in preparing grant proposals and reporting on program implementation, and serving on various committees to represent the Bureau and County.

Job Purpose
The Social Worker II in the Department of Health, Bureau of Behavioral Health, Core Service Agency (CSA) Division will work with a team of professional staff in the Core Service Agency on the Adult Services Team. The CSA is responsible for the planning, development, and management of a full range of treatment and rehabilitation services for the Public Behavioral Health System in Baltimore County for persons living with serious mental illness and substance use disorder. The Social Worker II will not provide direct services, however clinical experience is required.
Essential Job Duties
- Provide telephone consultation to individuals, family members, and community members calling for help and information about mental health and substance use treatment services;
- Provide clinical consultation to behavioral health professionals;
- Represent agency in interagency meetings and committees;
- Complete clinical reviews and authorize services through the Administrative Service Organization;
- Monitor contracts for compliance to conditions and provide technical assistance as needed;
- Complete site visits of provider programs, review clinical charts; and
- Review and monitor budgets for compliance with conditions of award.
Examples of Other Duties
Makes home visits and transports patients/clients. Assists sick or injured senior adults until medical personnel arrive at the scene. Attends training and seminars. Performs other related duties as required.

- Ability to communicate with providers effectively
- Ability to lead work groups for specific projects (SOAR, homeless work groups, etc.)
- Must be detail oriented and able to work independently and manage a variety of tasks
Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education;
Plus
Two years' experience rendering professional social work services.
Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for-year basis, up to a maximum of one year for the required experience.
Preferred Qualifications
- Experience working in the Public Behavioral Health System;
- Demonstrated ability to work with multiple groups and organizations in a collaborative manner;
- LCSW-C is required
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application. Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Workers at the time of application.
Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of the training and experience as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation.
Some positions may require satisfactory completion of County sponsored CPR and First Aid training.
Employees must maintain licenses and certifications throughout the course of their employment.
Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.
Some positions require employees to complete an approved training program and must pass a competency test by the second training available after appointment to this classification.
Physical and Environmental Conditions
The work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities. Some positions within this classification require traveling between work sites.

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
