PRIMARY PURPOSE OF POSITION
BGE's Strategy & Regulatory Affairs team is looking for a detail-oriented Senior Analyst to develop and lead tracking, reporting, and coordination related to BGE’s federal grant activities. These high-visibility and high-impact proposals and projects are critical to advancing grid modernization and the deploying clean energy technologies like battery energy storage and electric vehicles. They also emphasize equity and community impact through thoughtfully designed community benefits plans. The ideal candidate must be self-driven, think strategically, excel at organization and process development, be a strong communicator and collaborator for internal peers, external stakeholders and community partners and thrive in a dynamic work environment. Specific functions will include:
Perform detailed analysis and prepare comprehensive reports to support business operations. Conduct, forecasting, trending, budget analysis support, business case development, and other general financial and operational analysis. Monitor and coordinate activities to manage grant proposal development and application performance (e.g., pipeline management, functional performance metrics, cost share commitments, , etc.). Demonstrate an understanding of contractual language and manage the legal review process of applications and partner agreements. Research and provide grant opportunity, financial and operational information to include communicating this information across the company to various stakeholders. Develop, track, maintain, analyze and provide current information on federally-funded grant activities or key performance indicators (KPIs). Develop, organize and present performance reports for both internal and external use. Many include developing and conduct short-term and long-range business planning. May develop, implement, evaluate or lead projects or initiatives (e.g., partnerships, project identification, proposal support, etc.) or process improvement initiatives). Provide broad analytical and operational support to the Strategy, Regulatory and Operational teams. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties:PRIMARY DUTIES AND ACCOUNTABILITIES
- Develop and conduct short-term and long-range business planning as it relates to federal grant opportunities coming up, proposals in development, and active awards.
- Conduct cost share and budget forecasting, trending, variance analysis, business case development, and other financial and operational analysis (e.g., operational effectiveness, budget, resource, workload, workforce and capacity utilization, competitor, etc.).
- Provide statistical information to ensure the most effective utilization of personnel, equipment and/or materials for business operations.
- Monitor and coordinate activities to manage operational performance related to grant processes and proposal development, including coordination with cross-functional internal teams, customers, partners, and or stakeholders as needed (e.g. opportunity pipeline, proposal metrics, reliability, service level, productivity, etc.) and make recommendations for improvement.
- Track, maintain, analyze and provide current information on BGE’s federal opportunities and the relationship to it operational business scorecards or key performance indicators (KPIs).
- Perform analysis of the operation’s cost elements to ensure effective and efficient operations. Prepare and analyze comprehensive and detailed reports and presentations.
- Demonstrate an understanding of contractual language and manage the legal review process of applications and partner agreements.
- Manage record keeping and documentation requirements.
- Develop, organize and present detailed performance reports for both internal and external use.
- May develop, implement, evaluate or lead projects or initiatives (e.g., business plan or process improvement initiatives)
- Provide broad analytical and operational support to the business unit.
JOB SCOPE

- Bachelor's degree in Business or Engineering AND 4-7 years of related business experience, or in lieu of degree, 6-9 years of relevant business experience is required.
- Comprehensive understanding of applicable standards, methods, processes and practices, business fundamentals, and performance metrics in the specific functional area supported by this position (e.g., asset management, electric or gas operations, customer service, transmission and substation, distribution system operations, regulatory and external affairs, transmission operations and planning).
- Advanced proficiency in standard software applications (e.g., Microsoft Word, Excel, Access, PowerPoint, Project), specialized business technologies and applications (e.g., workforce management, project management, PassPort, Brio, CIS, EPS, Business Objects, SAP planning, business modeling, forecasting, voice response unit, automatic call distributors, work management, outage management) to retrieve and analyze data in support of business needs.
- Ability to provide in-depth analysis and apply managerial accounting concepts, customer intelligence gathering, forecasting, staff planning, scheduling, analytical and statistical problem solving, financial, accounting, business and budget analysis.
- Demonstrated strong analytical skills for project evaluation including analysis of complex projects with economic, financial, risk and decision analysis. Proficient in business case development and ability to effectively present business cases to business unit leadership.
- Customer driven with good oral and written communications skills and strong analytical, problem solving and project management skills.
- Comprehensive knowledge of the practices, procedures and principles of performance analysis (trending, root cause and gap analysis) benchmarking and audit compliance. Ability to analyze organizational data and complex problems, interpret and recommend alternative courses of action, and implement intervention strategies to attain performance targets.
PREFERRED QUALIFICATIONS
Degree in Liberal Arts, Communications, MBA or relevant advanced degree.
