Are you in? Primary Purpose: PRIMARY PURPOSE OF POSITION
This job is responsible for performing the leadership duties of a unit Manager and leading the operation of Gas System Control function. The job is also responsible for developing and implementing capital and O&M budget programs as well as for monitoring regulatory issues and tariff provisions and for developing compliance programs, policies and procedures. This position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties: PRIMARY DUTIES AND ACCOUNTABILITIES- Manages the daily operation of the gas distribution and transmission system in compliance with regulatory requirements and company policies such as Control Room Management. Ensure that employees are trained, obtain/maintain Operator Qualifications (OQs) and are available for all operations within their authority. Supervise staff and maintain proper staffing levels for normal and emergency conditions. (30%)
- Oversight of natural gas receipts, forecasting natural gas demand, and forecasting peak shaving estimates. (20%)
- Works with Gas Supply to plan and schedule Transmission Pipeline, Storage and Peaking Gas requirements. Works in Coordination with the Gas & Electric Programs to determine and issue Demand Free Days, Production Gas Day, Interruption and Curtailment notices. (10%)
- Works closely with the Supervisor Gas Distribution Operations in the coordination of maintenance and operations activities as they relate to Gas Control and the Gas Distribution System. (10%)
- Works with Gas Production in the coordination of daily operations related to the planning and scheduling of maintenance and capital projects within the production facilities that impact gas distribution system operation. (10%)
- Maintains a working knowledge of regulatory requirements such as CFR 49 Part 192 and 193, industry best practices including API recommended practices, and Maryland Gas Tariffs. (10%)
- Participates in industry and professional groups and commitments such as the Gas Requirements Team to share information and maintain up-to-date knowledge in areas of expertise. (10%)
- Supervises staff in a department. Works within prescribed operating procedures. Designate of authority responsible for the operation of the gas distribution and transmission system including OHP, HP, Medium, and LP systems and the gate stations. The consequences of operating errors and omissions or improper system operation could cost the company millions of dollars in direct, indirect, and intangible costs; replacement of damaged company and / or customer equipment and subsequent litigation costs, injuries and / or loss of life associated with improper operation of the system; and the intangibles of damage to the company image.
- Supervise the day-to-day operation of a 24x7 hour facility.
- Acts as the single point of contact for gate stations security, operations, and entry.
- Overall budget impact is considerable. Staffing, shift coverage, and overtime considerations are major component of overall budget.
- High School diploma and 7-10 years of relevant utility experience with at least 5 years in Gas Distribution Operations, Gas Supply, Gas Plant & Ops, Gas Dispatch leadership, including Sr Gas Controller, Gas Plant Technician, and Sr Gas Plant Ops Technician OR
- BS in Engineering, Business, Computer Science or job-related technical field and 7-10 years of relevant utility experience with at least 3 years of gas operations or other related utility experience.
- Thorough understanding of the gas transmission and distribution system, the ability to recognize abnormal system conditions, ability to formulate contingency plans, and thorough knowledge and understanding of proper operating procedures.
- Effective oral and written communication skills
- Demonstrated analytical skills and judgment
- Demonstrated ability to respond to emergencies and manage stressful situations
- Subject to US Department of Transportation required chemical screening.
