Job Summary
Overall Purpose:
The job holder shall ensure that all change initiatives adhere to strong governance principles, risk management frameworks and compliance regulations. The Lead shall also oversee portfolio performance, recommending optimisations and reports to senior management, whilst ensuring alignment with the Bank’s strategic objectives.
Key Responsibilities
The job holder will be responsible for:
Management & Compliance Oversight Ensuring compliance with internal policies and external regulatory requirements, proactively managing risk exposure across the project portfolio enabling early intervention in high-risk initiatives, for example by embedding enterprise-wide risk management practices in project execution. Adhering to compliance reporting requirements and overseeing governance audits. Portfolio Oversight, Internal Communication & Engagement Monitoring, evaluating and reporting to senior leadership on the portfolio-wide performance, on the link with strategic goals, on project health and risk exposure, making recommendations on opportunities for optimisation and highlighting interdependencies. Establishing a framework for tracking and assessing project health, ensuring early intervention in high-risk initiatives. Planning forward, including on impact assessment, and recommending necessary adjustments, thus fostering a culture of transparency and alignment. Stakeholder Engagement & Management Maintaining close relationships with the Portfolio Delivery, Business Process Management and Agile & Value Stream Delivery teams and other teams across the bank to integrate governance requirements into project methodologies, ensuring alignment with and support for the strategic plan. Developing and presenting comprehensive reports on PMO effectiveness and project governance metrics. Working with other section leads to integrate governance requirements into project methodologies. Change Management Overseeing change management initiatives related to reporting and other portfolio governance measures, ensuring that employees and stakeholders are engaged and aligned. - Governance & Compliance Framework Development
- Defining and implementing PMO governance frameworks, ensuring organisation-wide adoption and compliance.
- Establishing and maintaining project governance management policies to proactively mitigate potential project delivery risks.
- Overseeing the EPMO in implementing goals in line with strategic objectives.
- Inspiring others to succeed by setting challenging goals and assigning duties according to the individual competencies which requires establishing an effective work plan, adjusting the plan as needed during implementation and distributing the workload appropriately. It also involves applying learning from past work plan successes and failures to develop more effective future work plans.
- Governance Training & Standards Adoption
- Leading the training and awareness programs for governance best practices within project teams.
- Ensuring consistent application of governance frameworks across all initiatives.
- Promoting continuous improvement and adaptation of governance policies to remain responsive to regulatory changes.

- Previous proven work experience of seven (7) years in PMO governance, risk and compliance or portfolio oversight roles in a financial institution or regulated industry, three (3) years of which in leading a project, team or initiative.
- Experience managing compliance audits, risk assessments and regulatory reporting.
- An MQF Level 6 Degree in Business, Risk Management Finance, Compliance or a related field.
- An additional three (3) years in PMO governance, risk and compliance or portfolio oversight roles in a financial institution or regulated industry.
- An MQF Level 7 Master’s Degree in Business Administration, Risk Management or Project Management.
