Position Overview:
As the SCI Security Specialist, you will get to manage and oversee Sensitive Compartmented Information access to ensure all SCI requirements are met in accordance with agency protocols, contracts, and government regulations.
Responsibilities:
- Review SCI nominations for personnel requiring SCI indoctrination and determine eligibility.
- Vet, clear, grant access, and conduct SCI briefings for approved personnel.
- Coordinate with MDA SSO Points of Contact (POCs) or external SSO offices for SCI briefings, as necessary.
- Verify need to know, clearance eligibility, and position code for SCI (military/civilian).
- For contractors, ensure they are on a valid SCI contract (DD254 w/ SCI Supplement), have the need to know, and meet clearance eligibility requirements.
- Confirm that prime/subcontracting companies maintain appropriate Facility Clearance (FCL) levels.
- Validate that SCI contracts include a current and accurate DD254 and SCI Supplement, with allotted billets for new contractor nominations.
- In cases of expired or inaccurate DD254/SCI Supplements, coordinate with the Contracts department or COR/DTOR/ACOR to acquire the required documentation.
- Ensure the clearance record reflects proper investigations, CV notifications, and company cage codes for the duration of SCI access at the agency.
- Maintain all SCI personnel security files and track access using the agency's SCI access roster and debrief roster.
- Serve as the Subject Matter Expert (SME) for personal security reporting requirements, SCIF operations, classification markings, and computer security protocols.
- Conduct briefings for SCI personal security, physical security procedures, classification levels, and computer security expectations.
- Ensure personnel understand the reporting requirements for any life changes, foreign travel, and foreign contacts while SCI-briefed by the agency.
- Out-process departing personnel using the PRIDE system, coordinating necessary SCI debriefs for all personnel leaving the agency.
- Collaborate with SCIF Security Managers to share updated rosters of individuals authorized for facility access.
- Provide ongoing guidance and support to personnel regarding SCI security policies and procedures.
Required Skills/Experience:
- 7 years of proven experience in security management, personnel security, or a related role within a government or contractor environment
- Meticulous attention to detail and demonstrated ability to prioritize work effectively
- Expert proficiency in the Defense Information System for Security (DISS)
- Working knowledge of DD-254s
- Expertise in personal security and risk assessment
- Working knowledge of INFOSEC principles and best practices
- Familiarity with physical and information security requirements
- Proven experience in security management, personnel security, or a related role within a government or contractor environment
- Strong knowledge of government security regulations (ICDs, DoD Manuals, NISPOM, SEADs).
- Excellent communication and interpersonal skills
- Strong understanding of security principles, risk management, and threat assessment methodologies
- Active TS/SCI clearance
Preferred Skills/Experience:
- Familiarity with MDA.
