Purpose of Class
Assists the department Director and Chief Probation Officer as requested; assists in providing daily supervision of the Adult Misdemeanor Probation staff; liaison for training all new probation staff; assists in the day to day management of staff compliance; provides internal training as directed; supervises a reduced caseload of assigned adult defendants and performs related work as required and assigned.
Primary Function
The principal function of an employee in this class is to assist in the daily supervision of the Misdemeanor Probation Officers and assist as necessary in the over-sight of staff duties and staff training. Work with Director and Chief to assist with developing internal training opportunities for staff; provide required state training to staff and become a certified instructor to train staff as directed; tracking officer POST training and certification compliance. In addition, this position also manages a slightly reduced case load of assigned misdemeanor offenders. The Section Supervisor/Misdemeanor Probation Officer's work is performed under the supervision of the Adult Probation & Pretrial Director, but considerable leeway is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in a general office environment with field work that includes exposure to physical and possible health hazards.
Essential Duties and Responsibilities (will vary by assignment)
- Assists in providing supervision for the Adult Misdemeanor Probation Officers; including scheduling of home visits, vacation/sick time coverage, vacation/sick time court and appointment coverage, and will be the first line of communication for personnel concerns.
- Liaison for training all new hires;
- Networks new training opportunities;
- Provides guidance to Probation Officers and other staff in reference to job and training expectations;
- Audits Probation Officer caseloads (with direction from the Unit Chief) to ensure State minimum qualifications are being met.
- Become a trainer of POST curriculum at POST Academy; including high liability training.
- Works with department Director's assistant to track officer training including POST, record compliance and certification;
- Provided a high degree of customer service;
- May teach a variety of classes for Court Services including, but not limited to, Parenting with Love and Logic and Parenting with Dignity; financial freedom and/or others as assigned;
- Oversees all vehicle maintenance, repairs, and needs;
- Keeps inventory of all ammunition and works with Director to purchase ammunition for duty and for firearms qualifications;
- Keeps inventory and equipment maintenance of tasers;
- Provides monthly refresher training (after POST teaching certification is obtained) to maintain probation officer's certification requirements;
- Maintain evidence locker inventory and requirements;
- Oversees department staff duties are being completed in timely manner;
- Assist in statistical gathering to periodically look at effectiveness and other outcomes.
- Performs other related duties as required;
- This position also manages a case load of assigned misdemeanor offenders;
- Establishes and maintains offender appointments, periodic home visits, phone contacts, employment, etc. in compliance with minimum standards of supervision, court orders and sentencing requirements;
- Prepares referrals for mental health, counseling, substance abuse, domestic abuse evaluations, or other evaluations and treatments and monitors attendance and progress of treatment;
- Conducts investigations to determine offender adherence to court-ordered conditions;
- Receives and reviews monthly or other periodic reports from treatment providers on offenders and takes appropriate remedial actions as necessary;
- Monitors restitution and fine payment schedules;
- Administers drug and alcohol testing as necessary, enters testing requirements in data system monitoring outcomes and compliance;
- Periodically reviews client compliance related to all supervision provisions; monitors all lawful requirements and boundaries;
- Monitors compliance of community service ordered;
- Imposes discretionary jail time as approved;
- Monitors Costs of probation, restitution, fines and other fees;
- Recommends further conditions, initiates affidavit to revoke, or petitions for reduction to record check or early termination of probation;
- Monitors court dockets and calendars and runs record checks to determine additional offenses;
- Attends Court and evidentiary hearings; presents recommendations and/or testimony on violations and sentencing;
- Monitors inactive probation violation files;
- Prepares monthly or other periodic statistical reports/surveys;
- Performs all work duties and activities in accordance with County and Court policies, procedures, and safety practices;

Other Duties and Responsibilities
- Must meet all requirements and competencies of Senior Probation Officer;
- Assist the Adult Probation & Pretrial Director and Chief in meeting the needs of the Court Services department and personnel;
- Act in a manner that is becoming of Bannock County Law Enforcement Personnel;

Acceptable Experience and Training
- High school diploma or GED equivalency is required and college degree in criminal justice, behavioral or social sciences, or related field is preferred; and
- Two (2) to three (3) years of experience in probation monitoring, social service, law enforcement, or court-related behavioral services is preferred; or
- Any equivalent combination of experience and training that provides the knowledge and abilities necessary to perform the work.
Special Qualifications
- Idaho driver license is required;
- Idaho POST misdemeanor certification required within 1 year of initial employment. Multiple physical mandates required;
- Idaho POST trainer preferred;
