Banyan Global is seeking a Civil Registration Specialist to support the Summative Evaluation of the UNICEF Birth Registration Project (TUBRALI) in The Gambia, Guinea-Bissau, and Mali. The evaluation will assess the effectiveness, sustainability, and scalability of birth registration initiatives implemented in The Gambia, Guinea-Bissau, and Malawi between 2021 and 2025. The TUBRALI project, supported by the Government of Italy, focuses on enhancing interoperability with the health and education sectors, decentralizing birth registration services, and advancing digitalization to improve coverage and accessibility. The evaluation will generate evidence-based recommendations to strengthen civil registration and vital statistics (CRVS) systems and inform future scale-up efforts in these countries and beyond.
The Civil Registration Specialist will play a critical role in assessing the effectiveness, sustainability, and scalability of birth registration interventions, focusing on interoperability with health and education systems, decentralization, and digitalization. The ideal candidate will have a strong background in CRVS systems, child protection, and evaluation methodologies. This is an international position open to qualified applicants worldwide and is contingent on funding.
Responsibilities
- Provide subject-matter expertise in civil registration throughout the evaluation process.
Provide technical expertise on birth registration systems, including regulatory frameworks, service delivery models, and digitalization.
Conduct key informant interviews and focus group discussions with government officials, community leaders, UNICEF staff, and other stakeholders.
Contribute to the analysis of birth registration data and interpretation of findings, identifying key trends, challenges, and opportunities for strengthening CRVS systems.
Lead or contribute to sections of the evaluation report and policy briefs, synthesizing key evaluation findings and recommendations.
